Benedict, AICP, Director <br />Kevin Lindley, PE, Staff Engineer <br />Date: May 18, 2010 <br />Subject: New Customer Information Packet for Efland Sewer Customers <br />County staff members have been working on a packet of information regarding the <br />upcoming Efland sewer expansion project. The packet includes a description of the project <br />and map of the project location. Other general information such as a description of the <br />costs to connect and the cost of service are included. In addition to this general <br />information, each packet will be tailored to a specific parcel in the sewer expansion area. <br />Information such as the location of the new sewer line with relation to their parcel, whether <br />an easement will be needed and whether the parcel was an original signer for sewer in <br />1985 will be included in the packet. <br />County staff is planning on meeting with the public after the packets have been approved in <br />order to distribute the information packets and answer any questions customers may have. <br />After this initial meeting, there would be follow -ups with those who attended the meeting <br />and any packets not distributed at the meeting would be mailed out to the property owners. <br />We will be asking the BOCC to approve the contents of the packet and to approve the idea <br />of meeting with the public to distribute these packets. In addition, we will be presenting <br />some ideas to the BOCC for incentives to offer new customers to encourage them to sign <br />up for service before the line has been constructed. By signing up early, they will make it <br />easier for staff to predict the future usage and revenue of the expanded system. Any <br />incentives offered, such as partial waver of connection fees, for example, would have to be <br />approved by the BOCC before they could be offered to new customers. <br />At this time, County staff is planning on bringing the new customer information packet to <br />the BOCC regularly scheduled meeting on June 15, 2010 for approval. <br />
