by all these definitions so if you want to vote on the zoning map and the zoning text, that would be a good place to go now and I
will go over the land use after.

Brian Crawford: Does anyone have any comments or concerns?

Samantha Cabe: Whatever the vote is, I think it important to pass onto the Board of County Commissioners that these
definitions as applied create that donut hole so if they decide they want to include the isolated area in the critical watershed, they
need to make this match and that wili be their job to do that or direct you to fix it.

Craig Benedict: The definition we have now is any isolated areas created by this map that are surrounded by critical areas which
probably doesn't hold as much water as saying that are within a half mile of the Class 2 reservoir that are hydrologically
connected by a ridge line. That is probably the definition we will offer to the Board of County Commissioners.

Jeffrey Schmitt: I think this needs to go forward the way we vote on it and if there are questions that come up while the Board of
County Commissioners review it,then they ask for an alternative to this, I think Mr.Benedict can offer an alternative but I don't
think an alternative needs to be offered as it goes forward.

Brian Crawford: You would not be in favor of?

Jeffrey Schmitt: Of what Craig just said. He said he would offer an alternative of the text that goes forward. I don't think we
should to that.

Brian Crawford: You are still agreeing with Samantha?

Jeffrey Schmitt: Yes. ,

Pete Hallenbeck: On page 22,the criteria that was applied to the GIS data to create these maps, the very last item regarding
eliminating the area on West Ten Road. If you think about it,that criteria is the same sort of spreadsheet gymnastics that we're
talking about if you think about it in much the same way that a homeowner could sue regarding the donut hole saying the
property rights are being taken away on this last one. Someone could sue. Aiso, on page 29, I have gotten feedback from a
couple of citizens regarding the impervious surface ratio and lot size. They were concerned about that there are some lots
because of how the lot is laid out has an extremely long driveway. You may have a farm person who has a 10 acre lot cut out in
the middle surrounded by 80 acres for agricultural use with a 1,200 foot driveway that would use a lot of the impervious surface
so those people are wondering if there could be any square foot limits to allocate a certain percentage otherwise you are
penalized. You could pass that on for part of citizen feedback.

Craig Benedict: Public comments that come to the board before your vote tonight are part of the records so we will include that.
For small lots,we try to get the little better ratio but for the bigger lots 6%has to be 6%.

Pete Hailenbeck: The diagram is great but they are all square lots on roads and this is just a particular type of lot that is common
in rural areas.

Mark Marcoplos: My understanding is that it is the staff's job to work with these issues that involve an understanding and gather
new information and present it to the Board of County Commissioners. I don't see how we can say to the staff you came up with
an idea that may have merit but we don't want you to tell that to the Board of County Commissioners. These issues evolved,if
the rules were always right,we woud not be revisiting rules made in 1994. Government is a process of understanding, learning
more, a consciousness of land and how we live on it. I think it is essential that the staff's ideas on how these issues can be
viewed is communicated to the Board of County Commissioners so I don't think we should muzzle the staff on this.

Jeffrey Schmitt: My comment on Craig's is that it not be included in the written record. If Craig wants to say this is what the
Planning Board said, this is some alternatives you can have. What practically happens if you have the house way at the end,
you can't put rock on your driveway that you have drive over the dirt.

Craig Benedict: I don't think we have run into any stream cases like that. They may be asked not to put the house there but
closer to the road.

Jeffrey Schmitt: We are going to ask these people to put their house somewhere else?

Craig Benedict: If it is an existing house, there are more houses with more impervious than our standards apply and they are
grandfathered in with that standard.
