Samantha Cabe: I want to make sure that my vote reflected because I would vote to include everything that is there now but not
the donut hole so voting as a whole,if you are saying that we are voting on submitting that list,if that is what our vote is adding
2.7 to indicate that it was not unanimous and why.

Brian Crawford: That is the same thing with 2.6,it wasn't unanimous but we still put through why it wasn't unanimous because I
want that to be part of the discussion at the next Planning Board meeting.

Jeffrey Schmitt: How did you vote in the straw poli?

Brian Crawford: On the straw vote,I was with you and Samantha.

Craig Benedict: If you would like the names of the members who voted yes and no.

Samantha Cabe: I want to be clear that I didn't have to vote against the others if I wanted to vote against the 2.7.

Brian Crawford: Again,we are just submitting this to the board.

Perdita Holtz: The recommendation needs to be on the entire attachment 1 which is the Zoning Ordinance changes which is
more than the criteria that makes up the critical area, there are definition additions, the sliding scale for existing lots, etc. There
is more than 2.1 —2.7. Then the Comprehensive Plan changes on pages 87-89 so those need to be voted on as well.

Brian Crawford: Did you discuss that last month?

Larry Wright: No.

Mark Marcoplos: Can't we take care of this little package right here?

Brian Crawford: We still haven't discussed that, correct?

Craig Benedict: It was an overview last month.

Perdita Holtz: It says the same thing except it goes into the Land Use Plan instead of the Zoning Ordinance. It is to make the
Land Use Plan consistent with what is in the Zoning Ordinance.

Larry Wright: But we haven't discussed that. We are not there yet. We went through ali these and we took a lot of time on 2.7.

Brian Crawford: I know there is a lot more to discuss but the only way we can get through this is a piece at a time.

Poll by the Chair to submit information to the Board of County Commissioners as discussed.
Vore:Unanimous

Craig Benedict: On page 21, I will walk through this. This is the criteria that are described on page 21,you can see where it is in
a protected watershed, and obstruction was the wrong word. I won't go through this but if you could scan it on page 21.

Larry Wright: I take issue with one thing that was not corrected. The quality of water and drinking water of reservoirs can be
affected;it is affected by human activities.

Craig Benedict: Page 22 is the written descriptions that I just went through with all this criteria. The last bulet notes the little
critical area change near West Ten Road. Page 23 is where we describe what these reservoir elevations are so we take the half
mile from these legitimate elevations, the previous one did not mention all these. Where there are names of streams,we have
included them specifically, where we don't know,we have identified them by number. Page 24, 25, 26 have no changes. On
page 27, it describes the impervious surface requirements. We had to amend University Lake to delete that these are ratios for
the University,Cane Creek and Little River watersheds because we now have unique ones. On page 29,we have a new sliding
scale, which means for properties that are smaller than two acres, there were comments at the public hearing, what can we do
with our land, someone who has an existing lot smaller than two acres,we still allow them to have more impervious than 6%.
This Upper Eno is more liberal than the University,Cane Creek and Little River-the column on the left. This allows more square
footage for those different lot sizes. This is somewhat of compensation if the lot sizes are smaller than the zoning code. Page
31 and 32 do not have changes. On page 33 have additional definitions. Also it talks about state required critical areas and the
critical areas that the County designates. Zoning texts I just went though and the zoning map is the new red line that is defined
