57 365 Brian Crawford: What do we do about the dispute on 2.6? How do we plan to send that to the Board of Counry Commissioners? 366 367 Craig Benedict: We are planning to send it with these comments. 368 369 Brian Crawford: I don't know if I am comfortable with a 9:00 hour change of the definitions. I think when we did our straw vote;it 370 seems the majority of the Planning Board is in favor of including this. I think we just send it along like that with the same type of 371 concerns expressed by the other Planning Board members and let the public deal with it and I would say in addition that if we 372 send it along that way, if we could send some sort of special notice out to those three property owners and let them come and 373 make comments on them. I prefer to do that. 374 375 Samantha Cabe: I agree. 376 377 May Becker: It seems like at the beginning of the hour, there was an interpretation.that the reason those were excluded was 378 because of the definitions and I think Craig clarified and developed a more full definition or illustration of what is happening so 379 what Craig just described makes sense to include. I don't think the first part of our discussion was showing us everything that 380 should be considered. 381 382 Brian Crawford: I don't deny that but I don't think it changes the opinion of those who voted against it. 383 384 May Becker: I think Samantha pointed out that she was concerned for a particular reason and I think that addresses that 385 concern to a certain extent. 386 387 Samantha Cabe: It does to an extent but I would agree with Brian to send it with our comments because while I appreciate what ' 388 Mr.Benedict is saying,we still have these maps that were created and are public record and I would feel more comfortable with 389 the Board of County Commissioners reconciling it than us. 390 391 May Becker: The maps are like definitions with pictures but what we discussed was more than that,it tells you how the system 392 works. 393 394 Brian Crawford: I think that is a good idea. I think we send it along with the comments and include that idea. 395 396 Mark Marcoplos: Notifying landowners is great; everyone should be informed and kept in the loop. We also need to notify the 397 Town of Hillsborough and the water utility department and the Hillsborough Board since this is their water. 398 399 Craig Benedict: We have done those two things 400 . 401 Pete Hallenbeck: I am nervous about this it is sort of like spreadsheet gymnastics,a very complex spreadsheet,we don't get the 402 result we want so we tweak a few things so it's right and I think while on the surface, I agree with the rationale behind the 403 change,we have to be careful here that we don't tweak criteria to get some subjective result that we want and in that regard, I 404 think your recommendation is the best way out. That is part of why this group exists is to put discretion into this process and not 405 play bureaucratic games of defining rules and changing the rules to get some nebulous outcome. 406 407 Craig Benedict: We have had a series of straw votes,I would like to wrap it into a more formal vote and if the board,as it exists 408 tonight can say that we are comfortable with what occurred last meeting and this meeting and that really in summary is an 409 approval of 2.1-2.7 noting the comments on 2.4, 2.6 and 2.7. I would need more of a formal vote for the zoning text change, 410 zoning map change and land use text change and land use map change. That would be the formal part of your 411 recommendation. 412 413 Samantha Cabe: Do we vote for each map? 414 415 Craig Benedict: If you want to put this all together and say we agree what it says here in addition to 2.7 where we had a 4-3 vote 416 to include the comments we had tonight. 417 418 Brian Crawford: Is anyone opposed to voting on this as a whole. 419 420 Samantha Cabe: When you say voting on it as a whole? 421 422 Brian Crawford: As we have made the recommendation,I guess he is asking for a formal approval to submit this to the Board of 423 County Commissioners as designated here to include 2.7 so we did a straw vote but he wants something more formal to sent to 424 the Board of County Commissioners and as it is written,I think we approve them although in some instance not unanimously with 425 the comments.
