For the purpose of bringing the chair up to speed I will <br /> 36 go over the information from last month. This is a summary of the watershed amendments that we discussed. We reviewed all <br /> 37 these maps. Everyone was pretry unanimous on most of the sections. On Map 2.6,there were some questions. Tonight we will <br /> 38 go over Map 2.7. This is about the Upper Eno Watershed. Here are the limits of the boundary. <br /> 39 <br /> 40 Craig Benedict: Section 2.1 had to do with the state required buffers around the Class I reservoirs. Lake Ben Johnson, the <br /> 41 water supply intake for Hillsborough and Corporation Lake, the intake for Orange Alamance Water Supply. i did meet with <br /> 42 Orange Alamance Water supply people to discuss these amendments and other issues with the water supply within the Efland <br /> 43 area. <br /> 44 <br /> 45 Craig Benedict: Section 2.2 dealt with putting half mile buffers around Class II reservoirs which is Lake Orange and the West <br /> 46 Fork on the Eno. That is something that is not required by the state but that is what we had in the 1994 rules and we are adding <br /> 47 better definitions to explain that. Section 2.3 was adding the Eno River between these two reservoirs;they are both fourth order <br /> 48 and higher streams. The initial tributary flowing into a stream is the first order,two first order flowing together create a second <br /> 49 order and two second order create a third order. Everyone agreed that"what value is it to protect water supplies up here and go <br /> 50 into unprotected areas". Item 2.4 was using fifth order streams that flow into these Class I Resenroirs. This is Seven Mile Creek <br /> 51 and the Upper Eno. Item 2.4,we did make an amendment to an area in here. This originally using the half mile from Seven Mile <br /> 52 Creek north of the I-85 interchange and you can see from the red line,which is the 1994 line,to this dotted red line,we will be <br /> 53 pulling it out of Efland Mebane Small Area Plan. It was also discussed by staff and the board that it would be reasonable cut off <br /> 54 south of I-85 to the West Ten Road because a lot of the water in this area flows north for a while and then back in. It was <br /> 55 agreed,almost unanimously, to include that West Ten area. Section 2.5 was using some third or fourth order streams that are <br /> 56 nearby these Class I reservoirs. This area here, Rocky Run,was not really included in the 1994 study but we found it to be a <br /> 57 very important stream. There was discussion on this 2.6 area because we are doing third order streams and there was a <br /> 58 question about Panther Branch and that is,should be we include Panther Branch's section along with the other definitions. Even <br /> 59 though there was a majority straw vote to leave it in,there was some discussion so I had Erosion Control take a look.... <br /> 60 <br /> 61 Jeffrey Schmitt; What is the point being made? <br />
