93 <br />City of Winston- Salem, Hanes Landfill Closure and Expansion, Winston - Salem, NC. <br />Project Principal for the 40 acre closure at the Hanes Landfill. Work included preparation <br />of plans and specifications to close the lined unit that was piggybacked over the original <br />unlined landfill. The project was coupled with the 13 acre Cell 2 base liner expansion. <br />City of Winston - Salem, Hanes Landfill Expansion, Winston - Salem, NC. Project <br />Manager for landfill engineering since 1994.40 -Acre Lined Expansion. Work included <br />design, permitting, and construction monitoring of a 40 -acre unit that was the first <br />piggyback liner design ever built in North Carolina. Evaluations for the overliner included <br />use of settlement plates to analyze actual settlement potential within the waste and use of <br />ground penetrating radar (GPR) to locate waste anomalies that could cause damage to the <br />liner system due to differential settlement. The project includes double containment in <br />critical areas of the liner system, and a leachate management area with provisions for <br />leachate recirculation. This facility was also the first to receive approval from the <br />NCDENR for use of an alternate liner system. <br />City of Winston - Salem, Old Salisbury C &D- Landfill, Winston - Salem, NC. Project <br />Manager /Certifying Engineer. The project included site approval for approximately 25 <br />years of C &D capacity, and ongoing permitting, design, and construction oversight of <br />landfill cells. <br />City of Winston - Salem, Hanes Landfill Expansion, Site Study 2. Work included design <br />and permitting of the 347 -acre expansion site adjacent to the existing landfill. <br />Neighborhood concerns, including line -of- sight, pre- and post - development views, noise <br />attenuation, and screening options were evaluated as a part of the permitting process. <br />Construction monitoring of the first 22 -acre cell is ongoing. <br />Hanes Landfill Unlined Landfill Closure, Winston - Salem, NC. Work included design, <br />permitting, and construction management of a 42 -acre closure. This closure included <br />remediation of slopes as steep as 1:1, and the closure cap was designed to exceed the <br />regulatory minimum standard to reduce the potential for future groundwater impacts. The <br />final grades of the unlined landfill were modified to improve drainage conditions prior to <br />capping, resulting in over $8 million in additional tipping fees prior to closing. <br />Gaston County Landfill Subtitle D Expansion, Gaston County, NC. Project <br />Manager/Design Engineer for the Subtitle D Expansion. The work extended from <br />permitting through construction monitoring. <br />Southeastern Public Service Authority of Virginia (SPSA) Cells V and VI, Inward <br />Gradient Landfill Expansions, Suffolk, VA. Project Principal. This work included the <br />preparation of a Part A and Part B Applications, groundwater withdrawal special <br />exception permitting, construction contract documents, bidding, construction <br />administration and observation, and certification. The SPSA Cell V and VI expansion is <br />84 acres and approximately 40 feet below existing ground surface. <br />Southeastern Public Service Authority of Virginia (SPSA) Cells I -IV Closure, <br />Suffolk, VA. Project Principal. This work included the preparation of a minor permit <br />modification for a revised final cover system for Cells I -IV at the SPSA Regional Landfill <br />and construction contract documents for first phase of closure (approximately 72 acres). <br />Southeastern Public Service Authority, Suffolk, Virginia. Project Manager /Design <br />Engineer for conceptual design of 500 -tpd transfer station. HDR completed the design of <br />a new 500 -tpd transfer station that has been constructed at the Suffolk Regional Landfill <br />Facility. The facility is a full grade separation, two- hopper system with tunnel scales. The <br />facility area includes a citizen drop -off area, administrative offices, and a new scalehouse. <br />HDR services included, site evaluation, facility planning, permitting, design construction <br />documents, bidding and award, and construction administration. <br />Joseph C.
