<br />Professional Experience
<br />Mr. Plummer has 15 years of experience in solid waste and industrial landfill projects. His
<br />experience includes landfill master planning and disposal options, design hydrogeologic
<br />site investigations, permit applications, landfill design, construction quality assurance,
<br />contract documents, and construction estimates. Prior to performing landfill work,
<br />Mr. Plummer worked in the geotechnical field performing geotechnical subsurface
<br />explorations and foundation bearing analysis for a variety of structures.
<br />HDR Project Experience
<br />City of Greensboro, Greensboro Phase 3; Landfill, Greensboro, NC. Project
<br />Manager /Project Engineer. Has provided a variety of consulting services. Tasks include
<br />master plan development of the landfill, in addition to designing and constructing the
<br />Phase III landfill gas collection/distribution systems and leachate recirculation system.
<br />Conducted landfill audits which resulted in NCDENR award to the client.
<br />City of Greensboro, White Street Landfill, Greensboro, NC. General Project Manager
<br />Industry Tenure and Design Engineer. Project activities include conducting landfill audits (which resulted
<br />15 Years in an award by NCDENR to the Client), design and permitting of a leachate recirculation
<br />system with gas recovery capabilities for Phase III, Title V and annual emission reporting
<br />for the facility, investigation into and providing operation assistance for the Phase II gas
<br />system, design of the Phase III gas system masterplan, project management for the Phase
<br />III Flare bidding, award, and installation, management of the construction of the 14 -acre
<br />Cell 3 and Phase A of the Phase III gas system and the connection into an industrial users
<br />gas pipeline.
<br />Conducted a Construction and Demolition debris landfill masterplan for the facility. The
<br />masterplan evaluated the completion of Phases II and III with respect to the schedule for
<br />developing Phase W under varying disposal tonnages.
<br />City of Winston - Salem, Hanes Mill Road Landfill, Winston - Salem, NC. Project
<br />Manager/Engineer. Project activities include the design and permitting of a Subtitle D 14-
<br />acre baseliner system and 40 -acre closure. Responsibilities for the cell expansion and
<br />closure included analysis, design, and details. Additional responsibilities included
<br />preparation of bid documents and specifications for the project and providing designer
<br />assistance during construction and certification submittal.
<br />City of Winston - Salem, Hanes Mill Road LF - Continuous Assistance, Winston -
<br />Salem, NC. Project Engineer. HDR will provide the City of Winston -Salem with
<br />continuous assistance in planning, maintaining and operating the Hanes Mill Road and Old
<br />Salisbury Road Landfills.
<br />City of Winston - Salem, Old Salisbury C &D LF - Permitting the Second 5 -Year Cell,
<br />Winston- Salem, NC. General Project Manager. Project activities have included managing
<br />the construction of the C &D landfill's 14 -acre Phase III and 25 -acre Phase IV, permitting
<br />the vertical expansion of Phases I, II, and III and the lateral expansion into Phases IV, V,
<br />and VI. In addition, operational assistance has been provided by permitting the site for a
<br />Mining Permit to manage their excess overburden, perform annual airspace reports to
