88 <br />information that would ensure that the County is providing efficient management of solid <br />waste programs, services, and infrastructure. During the course of the study, we explored <br />possible opportunities for improvements, costs savings, and revenue enhancements. The <br />following analysis was completed, and recommendations were provided in these areas: <br />- Operational Assessment of Current Drop Off Stations <br />- Assessment of Transfer Stations <br />- Evaluate Additional Recycling Opportunities <br />- Evaluate New Capital Investment <br />- Expansion of Curbside Collection Programs <br />- Conduct Benchmarking Survey <br />- Financial Analysis of County Program <br />Lincoln County Washington Solid Waste Management Plan Update. Project Director. <br />The countys solid waste plan was last updated in 1999. The project included an update of the <br />SWMP and incorporation of the Moderate Risk Waste Plan as well. A survey was distributed <br />to eight cities and towns, and to the rural haulers, for input on existing programs, policies <br />and procedures, as well as challenges and opportunities. The county owns and operates a <br />transfer station that was built to serve all of the cities and towns refuse needs. Presently, the <br />facility is underutilized, and the county is considering options for its continued use, <br />including a revised fee structure, privatization, and/or addition of processing capabilities. <br />The future of the facility is one of the primary issues to be addressed in the Plan update. At <br />the inception of the project, a new SWAC was established, as well as new Interlocal <br />Agreements between the cities and county. The project included regular meetings with the <br />SWAC, and monthly updates between the consultant and county. The Plan was prepared in <br />compliance with the Ecology Guidelines for the Development of Local Solid Waste <br />Management Plans and Plan Revisions (December 1999), and includes a SEPA Checklist, <br />WL1TC Cost Estimate, Implementation Schedule and Funding analysis. <br />Los Angeles County Department of Public Works Department, Recycling Program <br />Study. Project Director. Developed an ACCESS database of over 1,400 Los Angeles County <br />departments and facilities. The information was used to identify and maintain a list of <br />existing recycling efforts. The project also involved the formulation of recommendations for <br />the expansion of existing or new recycling programs for all county facilities /departments. <br />Los Angeles County Department of Public Works, Countywide Yard Waste Program. <br />Project Manager. This project was a 2 -year effort to design, implement and manage the <br />Countywide Yard Waste Program. The work involved providing a broad range of public <br />education, outreach and training related to yard waste composting, worm composting, water - <br />wise gardening and grass recycling. The project also incorporates a statistical survey of <br />program awareness and efficacy, and evaluation and monitoring of program results. <br />Los Angeles County Waste Generation Study, Los Angeles County, CA. Project <br />Director. Prepared two waste generation studies to potentially establish a new base year of <br />either 2005 or 2006 for the unincorporated area of Los Angeles County. As part of the <br />project, a waste characterization of residential and commercial generators is also being <br />conducted. Over 1,000 surveys have been distributed to residents, businesses, haulers and <br />facility operators to determine the diversion activities throughout the County. Results from <br />the surveys of grasscycling and organics, inert materials, materials recovery facilities and <br />transfer stations, scrap metal and electronics will all be calculated to determine the optimum <br />new base year for the County. <br />Norwalk Industries/Ecology Auto Parts Facilities, Revised Permits for Transfer Station <br />and Green Waste Chipping and Grinding Facility, Santa Fe Springs, CA. Project <br />Manager. The existing transfer station will be expanded to handle up to 100 tpd of municipal <br />solid waste, and the Green Waste Operation will be expanded to process up to 500 tpd.
