<br />Professional Experience
<br />Ms. Leonard has 25 years of experience in environmental consulting and project
<br />management, with emphasis in solid waste management planning and facilities. She has
<br />assisted public and private sector clients in the preparation of solid waste management plans,
<br />feasibility studies for transfer stations, material recovery facilities, drop off and buy back
<br />centers. As part of these projects, she has completed CEQA assessments, facility permit
<br />applications, odor and dust control plans, and other support documents. Ms. Leonard has a
<br />strong working knowledge of solid waste management regulations and practices, and has
<br />presented numerous successful projects to city, county and State regulators.

<br />Less than a year HDR Project Experience
<br />Athens Services, Athens Services San Gabriel Annual Report, San Gabriel, CA. Project
<br />Industry Tenure Manager. HDR is preparing the City of San Gabriel Annual Report for the California
<br />29 Years Integrated Waste Management Board, documenting the Citys progress in meeting AB 939
<br />mandate of 50% diversion.
<br />City of Los Angeles, Solid Waste Integrated Resources Plan (SWIRP). Since 2007, HDR
<br />has been facilitating a six-year citywide public participation process to identify policies,
<br />programs and facilities necessary to reach Mayor Antonio Villaraigosa's environmental
<br />directives for the SWIRP. Conducted one- on-one meetings with key constituents including
<br />City Council offices, Neighborhood Councils, homeowner /community groups, large
<br />businesses and manufacturers, environmental justice and advocacy groups, trade
<br />associations, surrounding municipalities and regional and State regulatory agencies to solicit
<br />their input on the City's Zero Waste plan. Co- managed 64 group workshops, and four
<br />citywide conferences to obtain public input on the development of the policies, programs and
<br />facilities needed to achieve Zero Waste.
<br />Construction & Demolition Recycling, Inc, C &D Recycling, South Gate, CA. HDR is
<br />revising site plan and facility plan for Construction & Demolition Recycling Processing
<br />Facility. Project includes expanding the facility to include 7 additional acres, and revising
<br />the permit to a large volume Transfer Station.
<br />Miami Dade County Dept of Solid Waste, Miami -Dade County Solid Waste
<br />Management Master Plan, FL.
<br />SCS Engineers, Kittitas County SW Management Plan, Kittitas, WA. The project is the
<br />2010 Solid Waste Management and Moderate Risk Waste Management Plan update for
<br />Kittitas County, Washington.
<br />Non -HDR Project Experience
<br />Athens Services, Waste Composition Study, Industry, CA. Conducted a number of waste
<br />composition studies at the Athens Services MRF/Transfer Station in Los Angeles County.
<br />The studies are conducted in accordance with CIWMB protocol, and include preparation of a
<br />sampling plan, sorting of waste into 57 different categories, and preparation of report
<br />findings. The results of the analysis are used to determine the recycling rate or recyclable
<br />portion of the incoming waste stream from a number of municipalities.
