Lebron <br />Senior Project Manager <br />Professional Experience <br />Mr. Lebron heads up HDR's Landfill Gas Group. He has experience in landfill gas <br />collection systems and landfill gas to energy projects all across the Country. He has <br />experience on over one hundred landfill gas projects; these include evaluation, design, <br />permitting, construction, operation. Mr. Lebron's landfill experience stretches to over half <br />the states in the country with a majority of the projects in the Southeast. Mr. Lebron has <br />developed a landfill gas group that has experience in construction management and oversight <br />of not only landfill gas collection systems but soil vapor extraction systems and other solid <br />waste construction projects. They have extensive experience with Title V permitting and <br />other regulatory requirements associated with landfill gas collection systems such as NSPS <br />and NESHAP. A sampling of some of the projects that Mr. Lebron has been involved in are <br />as follows: <br />HDR Project Experience <br />City of Greensboro, White Street Landfill, Greensboro, North Carolina Landfill Gas <br />Collection System Master Plan and Design. Produce Master Plan layout for landfill gas <br />collection system. Masterplan included chronological sequencing for phasing construction <br />of landfill gas collection system. Completed analysis, design and details for the Phase III of <br />the landfill. Design include the use of a combination flare station/pumping station to deliver <br />landfill gas to end user over 6 miles from landfill. Special attention had to be paid to <br />existing landfill gas to energy project using common header to end user. Provided field <br />engineering services during construction and start up services at the completion of <br />construction. <br />HDR Tenure Greenville County, Enoree Landfill, South Carolina Landfill Gas Collection System <br />10 Years Master Plan. Produce Masterplan layout for landfill gas collection system. Master Plan <br />Industry Tenure included chronological sequencing for phasing construction of landfill gas collection system. <br />10 Years Charleston County Solid Waste Management Department, Bees Ferry Landfill, <br />Charleston, South Carolina Landfill Gas Evaluation. Reviewed historical data and <br />projected future data to determine the feasibility of utilizing the landfill gas for a gas to <br />energy project. Produced a report summarizing our findings and evaluation. <br />Three Rivers Solid Waste Management Authority, Three Rivers Landfill, Aiken, South <br />Carolina Landfill Gas Collection System Masterplan, Design/Permitting Assistance and <br />Owners Representative Services. Assisted TRSWA in developing a Title V permit <br />renewal application for submittal to the South Carolina Department of Health and <br />Environmental Control Bureau of Air Quality. Provide assistance to TRSWA by reviewing <br />the testing, analytical, and calculation methodology of the recent Tier II testing and reporting <br />in order to advise TRSWA on options regarding installation of the gas collection and control <br />system. During this review a discrepancy was noted in the reporting method. Correcting <br />this discrepancy allowed TRSWA to postpone installation of GCCS. Produced an updated <br />Tier 11 report using the actual 2004 waste acceptance rate as provided by TRSWA. <br />Developed a Gas Collection and Control System Design plan for the Landfill to allow the <br />site to develop an innovative landfill gas collection system. This gas collection system was <br />designed to provide fuel for an alternative waste reduction process. Assisted the client in <br />landfill gas to energy project by providing owners representative services with respect to <br />
