Salinas Valley Solid Waste Authority, California. Assists in managing <br />long -term financial analyses focusing on Authority's operating costs and revenues of their <br />landfills and transfer stations, which is used as a strategic decision making tool. Developed a <br />10 -year budget model to profile expected tonnages and overall system solid waste expenses <br />to project required landfill tipping fee rates. Currently developing a 35 -year model to project <br />future required landfill tipping fees. <br />Global 8 Environmental Management, Inc., ORCY Strategic Business Plan, CHIN. <br />HDR/BVA aided Organic Recycling Technologies Inc (ORCY) in accomplishing their goal <br />of developing projects globally in the waste management and renewable energy arena. <br />HDR/BVA assisted in the initial development activities of the company and the follow -on <br />engineering required to implement selected projects. The developing projects include wind <br />energy projects, composting projects and wastewater facility projects. <br />Imperial County, Imperial County - Neighborhood Clean -up Feasibility Study and <br />Implementation Plan, CA. The Imperial County Planning and Development Services <br />Department has engaged HDR to develop a Neighborhood Clean-up Feasibility Study and <br />Implementation Plan for unincorporated communities of Bombay Beach and Niland. These <br />two neighborhoods are located in the north central County on the East side of the Salton Sea <br />and are plagued by the accumulation of waste, scrap metal, bulky items, appliances, <br />abandoned or inoperative vehicles and other debris on private property and the illegal <br />dumping of solid waste, appliances, tires and other bulky items on public and private <br />property. <br />Independent Engineering Report - Sonoma County, CA. Project Manager. Managed the <br />preparation of an engineer's report to support approximately $21 million in certificates of <br />participation (COP). The report included review of the County's system, disposal capacity, <br />permits, control of waste stream, waste generation, and disposal quantities. HDR modeled <br />the County's capital and operating projects including development of a public tipping <br />building, drop -off recycling area, reuse area and storage building, household hazardous <br />waste facility improvement to the scales, and improvements for the County's Central <br />Landfill. The financial model verified that the current and projected landfill and transfer <br />station tipping fees rate were appropriate to support the expenses of the County's solid waste <br />management system. <br />Independent Engineering Reports - Salinas Valley Solid Waste Authority, CA. Project <br />Manager. Prepared an engineering report to support $9.2 million in revenue bonds. <br />Reviewed the Authority's waste management system, disposal capacity, permits, control of <br />waste stream, waste generation, and disposal quantities. Prepared and modeled several <br />sensitivities of the entire solid waste system including collection, processing, landfilling, <br />administration, and other related programs to confirm landfill tipping rates. Subsequently, <br />HDR prepared an Engineer's Report to support approximately $39 million in bonds to <br />finance the cost of projects integral to the development, operation, and maintenance of the <br />Authority's solid waste management system. As part of the bond issue, HDR reviewed the <br />Authority's budget and capital plan, and projected operating results. HDR reviewed proposed <br />rate adjustments and provided recommendations that addressed inflation as well as increased <br />disposal tip fees at several landfills for six refuse collection companies operating in <br />Michael G.
