64 <br />General Engineering and Environmental Management Services <br />Joel Johnson, PE - Mechanical <br />Joel Johnson has over 20 years experience as a mechanical systems design engineer and <br />project manager concentrating in fluids and heat transfer applications. Experience includes <br />piping networks, pumps stations, gravity sewers, collection systems, well water and large intake <br />screen design and building plumbing and HVAC design. <br />Mark Atkinson, PE - Electrical <br />Mr. Atkinson has over 25 years in engineering management, engineering, construction, and project <br />execution, with broad skills in both leadership and technical subject matter. His background <br />includes comprehensive experience in electric infrastructure operations ranging from the most <br />technical engineering challenges through complete turnkey construction management. Mr. <br />Atkinson's career working with utilities as well as in the electrical consulting and construction arena <br />has provided him extensive knowledge of electric systems engineering, construction, planning, and <br />operations, as well as considerable experience in system reliability and power quality. His hands -on <br />involvement in institutional and military infrastructure has given him considerable experience in the <br />design of commercial /industrial power distribution including backup generation and utility paralleling. Mr. Atkinson has <br />executed many contracted infrastructure projects in the role of design/build manager or general contractor and is very <br />familiar with capital project life cycles from concept through completion. <br />SUBCONSULTANTS <br />As indicated, HDR is pleased to include Resource Recovery Systems, Inc. (RRS) as part of our team. RRS has worked <br />with Orange County in the past, and including them on our team will ensure that the County receives the best possible <br />service from the most experienced professionals in the industry. <br />The people at RRS combine a wide range of experience and ability to meet the needs of the County's recycling <br />requirements. Below is a brief description of key personnel that have been involved with Orange County on prior <br />projects. HDR may draw on the balance of other RRS staff as needed, including RRS engineers, consultants, and <br />systems specialists as needed. <br />Mr. Jim Frey, RRS Principal and CEO, is an expert in market analysis, review of local conditions, <br />and feasibility assessments. Jim has significant experience providing innovative management <br />services to public and private entities, working with all aspects of program review, evaluation and <br />planning, goal setting, economic analysis of options, regulatory and organizational strategies, and <br />program /service recommendations. Jim has received numerous industry accolades and, as an RRS <br />founder, has led the philosophy and growth of the firm since its beginning. <br />Mr. Kerry Sandford, Senior Engineer, specializes in equipment design, specification, integration, <br />installation, and maintenance in both the solid waste and energy fields. As a co- founder of RRS, he <br />has been involved with the company for nearly 25 years. Most recently, Kerry has operated his <br />own equipment design, fabrication, installation, and integration service. Kent' is a trained electrical <br />engineer with early career experience in electronics system design.
