61 <br />General Engineering and Environmental Management Services <br />Carlo F. Lebron, PE — Landfill Gas / Renewable Energy <br />Mr. Lebron has been with HDR for over nine years. During that time a majority of his focus has <br />been on landfill gas projects. He has experience on over 100 landfill gas projects; these include <br />.. evaluation, design, permitting, construction, operation, and gas to energy. Mr. Lebron has <br />;< worked on landfill gas collection system projects all over the country and outside of the United <br />States as well. Mr. Lebron has experience in construction management and landfill gas <br />monitoring and oversight. He has extensive experience with Title V permitting and other <br />regulatory requirements associated with landfill gas collection systems such as NSPS and <br />NESHAP. Mr. Lebron is very proud of the fact that the past two sole SWANA excellence awards <br />for landfill gas have gone to his projects. Mr. Lebron is also Vice Chair for Field Services in SWANA's Landfill Gas <br />Technical committee. Currently, the committee's main focus is to revise the Field Practices manual for Landfill Gas <br />operations. <br />Brian Bird, PE — Landfill Gas / Renewable Energy <br />Mr. Bird has 29 years of mechanical engineering experience with industrial, institutional, <br />commercial and governmental clients. He has been actively involved in power plant and <br />cogeneration feasibility studies and design, including biomass and landfill renewable energy <br />projects. He is experienced with all facets of landfill gas -to- energy initiatives, including economic <br />justification, planning, permitting, interconnections, equipment procurement, and construction of <br />new generation facilities. Additional experience includes design of district heating and cooling <br />systems. for campus and institutional settings. <br />Garrett Williams, El — Landfill Gas / Renewable Energy <br />Mr. Williams is a 2006 graduate of the University of North Carolina at Charlotte with a degree in <br />Civil Engineering. Garrett joined the Solid Waste group in Charlotte in January 2007, and has <br />several years of part time experience in field surveying, commercial development site work, and <br />civil design using AutoCAD. <br />Dale James — Collection / Fleet <br />Mr. James is a Senior Consultant for HDR Engineering, Inc. of the Carolinas' Environmental and <br />Resource Management Group. He has over 39 years experience in the solid waste management <br />field, and retired as Solid Waste Manager for a large North Carolina municipality. Mr. James is the <br />current State Treasurer for the North Carolina Chapter of the American Public Works Association <br />and served the Chapter as President in 2001. Mr. James is also a member in good standing with <br />SWANA since its inception as a Solid Waste Professional Organization <br />Allison Trulock — Collection / Fleet <br />Ms. Trulock is a Senior Project Manager with more than 12 years of experience in the solid waste <br />industry. Ms. Trulock specializes in solid waste and recyclables collection options evaluations and <br />efficiency studies, procurement assistance, and ordinance review and development. Ms. Trulocks <br />collection options evaluation experience includes evaluating the potential for legal challenge, <br />financial analyses, impact on rate payers and level of service, and administrative complexity of <br />implementing changes to collection systems. Her collection efficiency experience includes route <br />observations and balancing, benchmarking, cost analysis and public /stakeholder outreach. Her <br />procurement experience includes assisting communities in drafting procurement documents, <br />developing selection criteria, benchmarking, evaluating proposals and developing presentations. <br />Page 46 1 ER <br />
