<br />The staffing for any projects identified by the County will include senior solid waste professionals who have technical
<br />expertise in all areas of solid waste management. HDR has over a dozen professionals in North Carolina whose primary
<br />focus is Solid Waste Management and Environmental Monitoring. The average years of experience for these individuals
<br />in the Solid Waste profession is 15 years, with the lead team members averaging more than 20 years in the industry. In
<br />addition to the senior team members cited on the Organization Chart, junior analysts and engineers will also be
<br />participating on projects in order to complete the work more cost - effectively. HDR can also draw from more than 250
<br />solid waste professionals across North America.
<br />Led by Mr. Joseph C. Readling, PE, VP, this experienced team will undertake all projects that arise for the County to
<br />continue its successful Solid Waste Management Program. Mr. Readling is an experienced project manager and will
<br />have access to HDR's proven management tools. These tools include regular conference calls, server -based file
<br />sharing (ProjectWise and FTP), network messaging (Microsoft Communicator), video meeting places (Live Meeting and
<br />Net Meeting), real time accounting, and HDR's QA/QC program. Mr. Readling strongly believes that communication is
<br />the most important component of a successful project and will serve as the point of contact with the County's staff and
<br />members of the project team.
<br />Mr. Readling, serving as Project Director, will be the key point of contact with the County. He will
<br />be responsible for the development of all task orders and will select the appropriate team
<br />members for the successful completion of each project task. Mr. Readling has more than 24
<br />years of experience and serves as the Team Leader of the solid waste staff in HDR's Carolinas
<br />offices —the largest solid waste staff within HDR nationwide. Additionally, Mr. Readling serves as
<br />HDR's Landfill Practice Leader nationwide. His background includes experience in solid waste
<br />management and planning, and he is a key technical resource for HDR in the design and
<br />operation of lined landfills. He has managed many innovative solid waste projects in the Southeast, including the first
<br />liner- over -waste (piggyback) project ever approved in North Carolina. Joe has been involved in solid waste projects for
<br />landfills, transfer stations, convenience centers, scalehouses, maintenance facilities, fueling facilities, MRFs, collections,
<br />and other planning and infrastructure projects in North Carolina since the 1980's. Joe has an excellent working
<br />relationship with NCDENR staff, and is a regular contributor to professional organizations. Joe has served as the
<br />President of the Solid Waste Division of NCAPWA, and is currently serving as Secretary on the board of NCSWANA and
<br />is an active member of the Policy and Technical committees.
<br />Mr. Robert J. Rella, PE, SVP, will serve as Project Principal, assisting Mr. Readling with the
<br />selection of team members for completion of identified project tasks. Mr. Rella is an experience
<br />solid waste engineer, with specific expertise in the design and operation of solid waste
<br />management facilities. He has a proven track record working for municipal solid waste agencies in
<br />the East. Mr. Rella also serves as HDR's East Regional Technical Director for Solid Waste and
<br />Facilities. He has successfully managed numerous waste management projects over the past 18
<br />years, including 14 transfer station projects. Mr. Rella is a civil engineer experienced in all aspects
<br />of planning, engineering, design, and construction of power generating, commercial, industrial, and public facilities,
<br />including more than 25 waste processing facilities and waste -to- energy facilities.
<br />Mr. Eric A. Wright, PE, will serve in the role of Quality Control and Assurance Coordinator for all
<br />projects. Mr. Wright currently serves as HDR's Carolinas Quality Control Coordinator. He has 20
<br />years of experience in municipal solid waste landfill design and construction quality control. His
<br />responsibilities include project design, preparation of plans and specifications; permit applications
<br />for submittal to state agencies, and construction management. As a technical resource for HDR,
<br />Eric has worked on landfill design projects in the Carolinas, Virginia, Georgia, Florida,
<br />Washington, and Puerto Rico. He has held the primary design responsibility and Quality Control
<br />reviews for over a dozen landfills.
