r° 57 <br />..i General Engineering and Environmental Management Services <br />"Super" Drop -Off Station, MRF, Transfer Station, and Compost Site Development <br />(1992 — Present) <br />City of Ann Arbor and Washtenaw County, Michigan <br />RRS has led the development of Washtenaw County's Solid Waste Plan and program <br />implementation for the region, especially the City of Ann Arbor since its founding in the mid <br />1980's. RRS drafted the 2001 City of Ann Arbor Five Year Solid Waste Plan as well as the <br />1989 Washtenaw County Plan including negotiations with area landfills for long -term <br />commitment of capacity and payment of tipping fee surcharge. By taking a role in both <br />policy and implementation phases of this project RRS is able drive the focus on solid waste <br />management in the region toward a Zero Waste outcome. <br />RRS has developed system plans for many key programs in Washtenaw County including the City's recycling facility, <br />transfer station, super drop -off area and yard /food waste composting facility - all owned by the City of Ann Arbor and <br />operated by third party contractors including FCR, Inc. and Recycle Ann Arbor, a not - for - profit service provider. Recent <br />projects include a five year City Solid Waste Plan Update for that system (1999- 2001), a Commercial Recycling <br />Feasibility Study (2000 -01), Washtenaw County Solid Waste Plan Revision (1998 -99), Solid Waste Transfer Truck <br />Transport and Waste Disposal (Year 2001 -02); Performance Based Contracting for Recycling Services (2003), Business <br />Case Justification for Transfer Station, Recycling Facility, Compost Facility and Super Drop -off Expansions /Upgrades <br />(2003 -04). <br />Recently, in order to accomplish an overall diversion goal (including the entire commercial sector) of greater than 60 %, <br />RRS has coordinated a major push in commercial recycling for the City of Ann Arbor. This first step in creating a Zero <br />Waste program included the following initiatives: <br />• Capital funding for MRF /Transfer Station and recycling collection upgrades; <br />• Increased recycling collection services to small businesses using curbcarts; <br />• Expanded pilot program for food waste composting; <br />• Recycling requirements for all businesses, whether serviced by the City or <br />not; <br />• Recycling at public recreational facilities, schools, and institutions; <br />• Technical support to businesses in reducing waste and maximizing <br />recycling; <br />• Alliances with area governments to support regional commercial recycling <br />Specific action plans were then developed for implementing each of these initiatives as part of a multi- sector steering <br />committee process that engaged business leaders from across the community in understanding options and developing <br />acceptable and viable plans for implementing key components of the commercial recycling system including ordinances, <br />contracts, funding mechanisms, technical assistance tools and supporting systems. The program is now in its early <br />stages of implementation. <br />RRS represents the City as the Owner's Engineer for a series of upgrades to the City owned MRF. Operations at this <br />MRF are carried out by FCR who is now in year 13 of a 20 year agreement. Recent RRS engineered facility changes <br />include an updated container sorting line and a new commercial recyclables sorting system with an OCC screen. RRS <br />also executed the re- location of a 300 ton per day transfer station from one portion of the City of Ann Arbor Solid Waste <br />Management Campus to another. <br />Page 42 faq <br />
