` 56 <br />u General Engineering and Environmental Management Services <br />Residential Waste and Recycling Franchise Procurement and Single Stream <br />Recycling (2009 — Present) <br />Town of Hilton Head, South Carolina <br />Resource Recycling Systems is working with the Town of Hilton Head <br />Island on the procurement of residential (single and multiple family) waste <br />and recycling services. The ultimate goal is to move from an open <br />market system with five haulers to contracted or franchised <br />waste /recycling services for the entire island with one or two haulers to <br />manage all waste and recycling for all residential customers who <br />currently receive or have the option to receive individualized waste <br />service from their door. <br />Town Council Goals <br />Work has included meetings with individual waste haulers, material processing facilities, and the Town procurement and <br />legal staff in addition to individual briefing meetings with Town Council members. A scoring matrix has been used to <br />help the Town Council prioritize the importance of a set of program services /options, service /value costs as well as <br />social /environmental criteria helping RRS develop RFP specifications that match the priorities and needs of the Town <br />Council and the community, identified to include the following: <br />1. Lowering costs to citizens <br />2. Lowering road maintenance costs <br />3. Achieving sustainability and "green" town goals <br />4. Increasing public safety <br />5. Improving service <br />6. Increasing recycling rate <br />Unique Features <br />The Island presents unique challenges, with nearly all residents having access to a free County funded (through taxes) <br />recycling and waste drop -off and the standard of practice for service at the household being "service yard" based with <br />the collection worker taking waste from either a back door or side yard service corral. Service frequency can be as much <br />as two or three times a week during the peak tourist season with some units requiring Saturday service to handle weekly <br />rentals. Additional challenges are presented by the wide range of seasonal, villa, condo, plantation and rental planned <br />unit development communities making up the majority of the 24,000 plus households on the island. <br />RFP Structure <br />The RFP process will include standardized recycling services, with a separate contract for recycling processing. Each <br />household will receive recycling bins with weekly collection, additional bins available for free on request, RFID tags on <br />each bin and a reward system (such as RecycleBank) provided to reach high diversion performance. The program <br />should include complaint and complaint resolution tracking along with fines for a contractor's failure to perform, in order <br />to ensure franchisee compliance with contract and to ensure customer satisfaction and include a provision to cover town <br />costs for contract management (complaint tracking, etc.) and education /outreach in order to ensure successful program <br />performance. <br />Page 41 1 a <br />
