Also included is a summary of past work RRS has done for the County. <br />MRF Processing, Recyclables Collection Evaluation and Processing Feasibility; 61% <br />Diversion Solid Waste Recycling Strategy (2007 — Present), Orange County, <br />North Carolina <br />Orange County's county-wide public works based recycling and solid waste program is targeting an increase in overall <br />waste diversion to 61% by 2012. Since 2007, RRS has been working closely with County <br />staff and the Planning work group to develop recommendations for achieving this goal. <br />Highlights include: <br />Improved recycling processing arrangements through private merchant MRF <br />service partnerships - As part of this initial work, the RRS team worked closely with staff <br />to implement a competitive procurement process that enabled market informed decision <br />making regarding out - sourcing of recycling processing services from existing MRFs in the <br />Research Triangle area compared to proposals for a County -owned dual and /or single stream 25,000 ton per year MRF. <br />Proposals were received from MRF operators like FCR, WMRA, Tidewater Fiber, Paperstock Corporation (Sonoco), and <br />Pratt. These potential MRF operational arrangements were compared with a public sector operated MRF approach with <br />new equipment from CP Manufacturing, BHS, Bollegraf, Machinex, Sherbrook/OEM, and /or other MRF equipment <br />suppliers. The decision to contract for MRF processing services has helped focus the County's solid waste planning <br />process and direct implementation work towards cost effective modifications of recycling transfer arrangements at the <br />Eubanks Road operations. <br />Improving recycling collection economics and recovery by moving to dual stream recycling - RRS assisted the <br />County and local communities with feasibility analysis for upgrading curbside recycling system to increase performance <br />for single - family, multi - family, and small commercial establishments. This has included performance benchmarking, <br />performance projections (lbs /hh recovery, participation rates, worker productivity), collection cost modeling, alternate <br />scenario analysis (different collection frequencies, single stream versus dual stream, RecycleBank incentives, etc.), <br />tipping location analysis and alternate truck type analysis (side load versus rear load, compaction versus non - <br />compaction). This analysis was used both for their solid waste plan and as inputs for program implementation in <br />subsequent fiscal years. The analysis has also included examining solid waste franchise arrangements for rural waste <br />collection and commercial waste and recycling collection. <br />Expanded recycling opportunities for rural residents, multi- family and commercial sectors - <br />RRS has worked closely with County staff and the work group to systematically investigate and <br />develop recommendations for optimizing curbside and drop-off /convenience center services for waste <br />and recyclables. Options have been developed; operational and financial performance modeled; pros <br />and cons reviewed; conceptual layouts developed and discussions facilitated with staff, the Plan work <br />group and County leadership; targeted at developing recommendations for expanding rural recycling, <br />upgrading existing centers, creating new neighborhood and District convenience centers, adding <br />materials, streamlining operating costs and more. <br />Long- range financial projections and strategy development - RRS developed a ten year financial model for use in <br />determining costs of waste transfer, continued C &D landfill operation, recycling system upgrades, and system rates and <br />charges. Scenarios have been run using the model to facilitate strategic decision making for both planning and budget <br />development purposes. <br />Page 40 1 L. <br />
