53 <br />g General Engineering and Environmental Management Services <br />Pinellas County, Florida <br />HDR has provided consulting services to Pinellas County, <br />Florida since 1975. HDR was the original consulting engineer <br />for the 2,100 -tpd Resource Recovery Facility. HDR developed <br />procurement documents (RFQ, RFP), assisted in vendor <br />selection and contract negotiation, and prepared the feasibility <br />study for the facility financing. HDR also provided Engineer - <br />of- Record Services and Construction Observation. A number <br />of modifications have been made to the facility, the most <br />significant of which were a plant expansion from 2,100 -tpd to <br />3,150 -tpd, an extensive air pollution control retrofit in order to <br />meet the clean air act amendments, and the Capital <br />Replacement Project (CRP). Services for the CRP included <br />the original development of specifications and scope of work, <br />contract negotiations, construction observation, and <br />performance testing. <br />The CRP was an outgrowth of litigation brought forward by Wheelabrator Pinellas, Inc. (WPI) concerning disputed share <br />of electrical capacity revenue. As part of the out of court settlement of issues, a plan to rehabilitate aging plant <br />components was developed by WPI, the County and HDR. The purpose of the CRP was to prepare the facility for <br />competitive selection of a new operator, or reselection of WPI, under a new O +M Agreement upon expiration of the <br />original agreement with WPI (which was extended for an additional 3 years while the CRP was completed). The main <br />element of the CRP was the re- design of the boiler convection passes (evaporator superheater and economizer) in order <br />to restore design steam conditions. Other key restoration projects completed concurrently included: <br />• Refurbishment of cooling towers <br />• Replacement of water treatment (demineralizer) trains <br />• Upgrade of plant control systems <br />• Upgrade of refuse cranes and replacement of trolleys <br />• Tipping floor modifications to improve traffic flow and increase floor storage capability. <br />HDR represented the County in the specification, design review, and construction administration of this $55 million <br />project. Upon project completion, all original goals were met or exceeded, with the Facility attaining record performance <br />in MSW throughput and electrical generation in 2005 and 2006. <br />After the CRP was completed in 2004, initial work for the Operator Reprocurement effort began. The County selected <br />another consultant for the reprocurement effort, while HDR remained the Independent Consulting Engineer. During this <br />period, we experienced first hand some of the difficulties encountered during the sunset years of WPI's contract. In <br />general, HDR sought to encourage "long term" thinking with respect to plant 0 &M issues on the operator's part, and to <br />assure that essential maintenance and renewals met with the County's short term objectives. Operating staff retention <br />issues developed over future employment concerns. Ownership of spare parts became a contested issue. <br />Nevertheless, despite difficulties, essential assets were preserved; plant turnover to a new operator went relatively <br />smoothly, as the County entered into a new 0 &M Agreement with a 17 year term. When HDR transitioned out of our <br />Independent Engineer role in 2007, the electrical capacity "rolling average" was over 90 %. HDR continues to provide <br />miscellaneous engineering services for the Facility. <br />Page 38 f_l <br />
