48 <br />General Engineering and Environmental Management Services <br />• Regulatory/Policy Planning. HDR is reviewing and documenting the City's history, regulatory features, and <br />policies, monitoring the current and pending State and Federal regulations and legislation, and evaluating <br />potential impacts on the City's planned programs and facilities. <br />• Innovative Technology. HDR is researching and assessing a range of diversion options, providing a list of <br />possible waste prevention and recycling policy and program options, likely to be available for implementation <br />within the City in the next 20 years. <br />• Site Evaluation. HDR is analyzing the identification of existing and planned infrastructure and services and <br />project generation, disposal and diversion through the 20 -year planning period. <br />• Strategic Planning. This multi -year program culminates in a long term strategic plan to guide the City's <br />waste management policies, programs and facility development. HDR is assisting the City in the development <br />of a stakeholder -input and decision - making process, conducting research and presenting information, <br />facilitating the evaluation of options, and producing a plan that is practical and visionary. <br />■ Implementation Plan. HDR will produce an action plan detailing the steps, decisions, timeframe and budget <br />requirements to implement the plan. <br />Guilford County, North Carolina <br />HDR completed a 10 -year comprehensive solid waste management plan for <br />Guilford County, NC, in accordance with the requirements of North Carolina <br />General Statute 130A- 309.09A. This plan was developed in cooperation with all <br />units of local government in Guilford County (including seven municipalities) and <br />included the public in the planning process. <br />The plan covers existing solid waste management needs and services, and <br />presents recommendations for future actions to be taken by local governments in <br />meeting projected solid waste management needs. Included in the analysis are <br />an evaluation of the generation rates and management of Guilford County's <br />current residential, commercial /industrial, and construction and demolition waste <br />streams; projections of future waste stream generation rates and management <br />needs; the identification of local waste reduction goals; and the conduct of a full <br />cost analysis /performance measurement. The completed plan, including <br />recommendations and associated implementation, was formally adopted by all <br />units of local government. <br />HDR provided assistance to the County with updating the Plan in accordance with the General Statutes in 2003. <br />Page 33 FER <br />
