` 38 <br />General Engineering and Environmental Management Services <br />TWIN CHIMNEYS LANDFILL <br />Near the end of 2003, HDR worked with the County to continue development <br />of the SGCLF site. The construction was planned out in an orderly <br />sequence, and a master schedule was developed to identify the <br />interrelationships of tasks. HDR prepared clearing and grubbing <br />specifications and plans, and assisted the County with bidding and selection <br />of the contractor. HDR prepared plans and specifications for grading the site, <br />the first cell, and an initial complement of buildings. HDR also prepared a <br />proforma to aid the County in understanding the changes in cost of services <br />as waste disposal transitioned from Enoree to SGCLF. <br />In 2004, the County issued another RFP for solid waste related engineering <br />it j V o services. HDR was the firm selected to continue the work. The goal was to <br />be ready to accept waste at the Twin Chimneys Landfill by January 1, 2006. <br />In October of 2004 the initial clearing of the site was complete and the <br />grading contract was begun to prepare the site for construction. Construction on Cell 1 began in April of 2005. At the <br />same time, designs for the buildings were being finalized, and construction began on them in July 2005. With the <br />infrastructure and lined landfill cell under construction, HDR began work on z <br />modifying the permit to provide C &D capacity at the site. Cell 1 was <br />completed on schedule and ready for waste by January 1, 2006; however, <br />additional space remained at the Enoree Landfill so transition to the new <br />site was put on hold. In May of 2006, SCDHEC approved the permit ' <br />modification, allowing a C &D landfill as Unit 2 of the facility, and <br />construction began on the first cell for that landfill unit. The Twin Chimneys <br />for which the site is named were revealed near the facility entrance during <br />construction of the first cell. From the beginning, the County and its <br />contractors have worked to preserve those chimneys as monuments. <br />Page 23 l i. q <br />
