27 <br />.{ General Engineering and Environmental Management Services <br />Greensboro, North Carolina <br />PLANNING ACTIVITIES <br />From the initial design activities in Phase I, HDR developed a Master Plan of the site to provide for proper <br />implementation of proposed facilities including disposal cells, borrow operations, site buffers, and areas for leachate and <br />gas management systems. This plan identified the additional properties that the City would need to acquire to provide <br />adequate waste disposal capacity in the most economical manner.
