24 <br />General Engineering and Environmental Management Services <br />PROTECT UNDERSTANDING <br />Orange County's Solid Waste Management Department (Department) is seeking a qualified consulting firm to provide <br />multi- disciplined general engineering /solid waste services to support the ongoing and recurring engineering and <br />environmental needs of the County's solid waste management program. The Department consists of comprehensive <br />recycling and waste reduction programs, solid waste convenience center operations, limited municipal waste collection, <br />solid waste planning, and education and landfill functions. The projects and services required to support the Department <br />will include, as a minimum, the following: <br />• Preparation of presentation material for public meetings, including AutoCAD drawings, poster boards, renderings, <br />etc. <br />• Attendance at meetings <br />• Preparing design and bid documents for Department projects <br />• Assistance in preparing scope of work requests for proposals <br />• Assistance with review of bid documents and proposals <br />• Facility design and permitting <br />• Planning and operations analysis <br />• Preparing drawings, calculations, evaluations, estimates, assessments, etc. <br />• Examples of the possible types of projects that may be included: <br />• Design of recycling /solid waste convenience centers /drop -off sites <br />• Landfill closure planning and post - closure care <br />• Permit amendments, modifications, and renewals <br />• Interpretation of rules /legislation <br />• Master planning <br />• Financial assurance analysis <br />• Compliance and mitigation <br />Other potential project requirements may include: <br />• Landfill gas management and recovery <br />• Composting <br />• Fleet management and collections <br />• Construction management and administration <br />• Groundwater /leachate management <br />• Landfill closure and redevelopment <br />• Geotechnical engineering <br />• Gas and groundwater assessment and remediation <br />• Quality assurance /quality control <br />• Materials handling and recovery <br />• Site assessment <br />• Transfer station design and construction <br />• Waste stream analysis and minimization <br />• Cost of services, rates, and financial planning <br />• Risk assessment <br />• Recycling and waste reduction <br />• Alternative waste technologies <br />The County's approach for procurement of these services will be through the issuance of task orders. The task order will <br />specify the specific services to be performed by the selected engineer.
