• Landfill gas management <br />• Groundwater /leachate management <br />• Gas and groundwater assessment and remediation <br />• Materials handling and recovery <br />• Alternative waste technologies <br />The County issued a Request for Qualifications <br />eight (8) proposals: <br />• Golder Associates NC, Inc. <br />• HDR Engineering, Inc. of the Carolinas <br />• Richardson Smith Gardner & Associates <br />• McGill Associates <br />• Camp Dresser & McKee <br />• Joyce Engineering, Inc. <br />• Municipal Engineering Services Company <br />• AECOM Technical Services, Inc. <br />K <br />( #5162) on January 29, 2010 and received <br />The proposals have been thoroughly reviewed and evaluated, references checked, and <br />interviews conducted by the County's assessment team consisting of Solid Waste Management <br />Department staff member Paul Spire, County Solid Waste Advisory Board (SWAB) Chair Jan <br />Sassaman and Solid Waste Management Director Gayle Wilson. The firm selected for <br />recommendation is HDR Engineering, Inc. of the Carolinas, with offices in Raleigh and <br />Charlotte, North Carolina. <br />HDR Engineering, Inc. was selected due to: <br />• the depth and breadth of experience and technical expertise of the proposed project <br />team <br />• highly positive recommendations of current North Carolina clients <br />• successful performance and experience of the firm with North Carolina regulators <br />• demonstrated innovation and commitment to sustainable practices and principles <br />• successful interview and thorough responses to assessment team inquiries <br />FINANCIAL IMPACT: Sufficient funds to cover anticipated expenditures are available in the <br />current 2009 -10 budget and requested in the 2010 -11 requested budget of the Solid Waste <br />Enterprise Fund. The projected expenses for FY 2010 -11 are $75,000- 80,000. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the agreement <br />with HDR Engineering, Inc. of the Carolinas for engineering services for the Solid Waste <br />Management Department and authorize the Chair to sign the agreement. <br />
