Box 8181 Hillsborough, NC 27278 SUBJECT: Request for Qualifications No. 5162 Orange County General Engineering and Environmental Management Services Dear Ms. Jones and Selection Committee: HDR Engineering, Inc. of the Carolinas (HDR) would like to thank you for the opportunity to present our Statement of Qualifications for General and Environmental Management Services related to Orange County's (County) solid waste program. We have enjoyed our past working relationship with County staff on the development of state -wide solid waste regulations through the NCSWANA Chapter's Policy and Technical Committees. Our submittal outlines our firm's local and national experience and reputation as a leader and innovator in the planning, design, and implementation of solid waste projects. HDR's national resources, coupled with our east coast solid waste design team located in Charlotte and Raleigh, provides Orange County with a comprehensive project team widely respected in the industry. We have further enhanced our team with the addition of Resource Recycling Systems, Inc. (RRS) as a subconsultant. In summary, HDR offers three key benefits to the County: • Capability. Locally, our team has maintained a strong presence and involvement in the local chapter of the Solid Waste Association of North America (SWANA) to maintain a heightened awareness of regulatory requirements and technological advancements to better serve our clients. HDR remains one of very few firms that continue to grow in the solid waste consulting industry. • Sustainable Solutions. HDR's commitment to sustainability goes beyond the internal choices we make everyday. Innovation through sustainable practices and design is also part of our commitment to sustainability. The goal of sustainable design in the built environment is to move the bar higher. A good definition of sustainability is the act of balancing the environmental, social, and economic needs (the "triple bottom line ") of the built and natural environments for present and future generations. These principles can be applied to every type of project, including the design of landfills and other waste facilities. Landfills can be environmental stewards by minimizing their impact on the environment. HDR has available an evaluation tool that can help maximize the County's "triple bottom line." It is referred to as Sustainable Return on Investment (SRO[). This evaluation tool can help identify the impacts of different options that go beyond costs. SRO1 monetizes the non -cash social and environmental costs and benefits in order to measure the triple bottom line of a project. ■ Cost - Effective Planning and Design.
