ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 1, 2010 <br />Action Agenda <br />Item No. <br />SUBJECT: Agreement Renewal with Town of Hillsborough for Animal Control and <br />Emergencv Animal After Hours Call Services <br />DEPARTMENT: Animal Services <br />ATTACHMENT(S): <br />Agreement <br />PUBLIC HEARING: (Y /N) No <br />INFORMATION CONTACT: <br />Bob Marotto, Animal Service Director, <br />986 -2287 <br />PURPOSE: To request approval for agreement renewal to provide the Town of Hillsborough <br />with animal control and emergency animal after hour call services from July 1, 2010 through <br />June 30, 2011 for a set fee of $25,160. <br />BACKGROUND: The proposed agreement renewal has been developed and reviewed with the <br />Town of Hillsborough to provide for the continuation of animal control services and emergency <br />animal after hour call services by the County to the Town during FY 2010 -2011. Following a <br />review by the Animal Services Department, the Financial Services Department and the Town, <br />the parties have agreed to a set fee for this service in the amount of $25,160, effective July 1, <br />2010. <br />This is an increase of $5,739 compared to the agreement fee for FY 2009 -2010. The service <br />fee covers direct operating costs, overtime costs and three - fourths of the Hillsborough portion of <br />an Animal Control Officer's wages and benefits. Pursuant to an informal agreement between <br />the County and the Town, this is the final year of a cost - recovery phase -in program. There is a <br />shared expectation between the County and the Town that there will continue to be steady <br />movement toward full cost recovery in coming years. <br />The principal responsibility of Animal Control Officers will be the enforcement of the County's <br />animal control ordinance within Hillsborough between 8:00 a.m. and 5:00 p.m. Monday through <br />Friday. Outside these regular business hours, Animal Control Officers will provide on call <br />service in relation to rabies suspects, dangerous animals, animal injuries, and other emergency <br />situations. Such on call service will be provided from 5:00 p.m. to 8:00 a.m. Monday through <br />Friday, and on a 24 hour basis on Saturday and Sunday and Holidays. <br />FINANCIAL IMPACT: The proposed agreement renewal will provide revenue to the County in <br />the amount of $25,160 for FY2010 -2011. <br />RECOMMENDATION (S): The Manager recommends that the Board approve the agreement <br />renewal and authorize the Chair to sign the agreement with the Town of Hillsborough for basic <br />and on call animal control services in the amount of $25,160 subject to approval of the FY <br />2010 -2011 budget. <br />
