Because <br /> residents of the proposed development will have to use the triangle section for <br /> access, there is a need for approximately twelve driveways in this area which <br /> is already over- populated and overutilized. <br /> Marvin Collins, Planning Director stated that at the Planning Board meeting <br /> it was established that the water pressure will not be affected by additional <br /> tap-ons; going from a four inch water line pipe in Joppa Oaks to a six inch <br /> pipe across the street, will not cause a drop in the pressure according to <br /> Engineer John McAdams. Mr. Collins stated that-he had spoken with people from <br /> the State, Mr. Freeland and his engineer, and Mr. Rosen from the Town of <br /> Hillsborough, and they have come up with Plans for the existing water lines and <br /> these have been submitted to the State for approval. <br /> Commissioner Marshall stated her intention to vote against the motion as <br /> she had just received the Planning Board minutes and was not clear about the <br /> context of Planning Board objections. <br /> Commissioner Lloyd moved, seconded by Commissioner -Talker to accept the <br /> plan amendment. The <br /> Planning Board recommends R-2 zoning and the Planning Staff recommends R-4. <br /> The long range plan is to upgrade the existing water system throughout the new <br /> development, as well as to increase the water pressure in Joppa Oaks. <br /> A Joppa Oaks resident presented a petition of residents of Joppa Oaks <br /> opposed to the R-4 plan. <br /> Ms. Page noted that at the last Town Board meeting of Hillsborough there <br /> was a moratorium placed on extension of tap-ons to existing water lines until <br /> the issue was cleared with the State. <br /> Commissioner Whitted noted that he was in favor of a motion to approve the <br /> recommendation from the Planning Staff for the R-4 rezoning, and that the <br /> Board's concern is not to create additional problems for Joppa Oaks. <br /> Commissioner Walker moved, seconded by Commissioner Lloyd to approve the <br /> rezoning request.
