Although security dogs nged not necessarily be kept under <br /> restraint while on the premises of their owner or keeper, they nevertheless are <br /> subject to all other provisions of this ordinance as that of any other animal, <br /> iwhile off premises- <br /> Upon an Animal' Control Officer's observation of a vicious animal at <br /> large or on the premises of its owner or keeper, and not restrained by a <br /> competent person, said officer shall impound said animal. <br /> Upon an Animal Control Officer's receipt of a complaint that an <br /> animal is behaving or has behaved viciously and is at large or on the premises of <br /> its owner and not restrained by a competent person, said officer shall investigate <br /> ! said complaint and, upon a finding that there is probable cause to believe a <br /> violation has occurred, shall take any action provided by this ordinance or any <br /> State law as the circumstances may require. <br /> Section ZM It shalt be unlawful for an owner or keeper to permit an <br /> animal or animals to create a nuisance, or to maintain a nuisance created by an <br /> animal or animals. Compliance shall be required as follows: <br /> A. When an animal control officer or law enforcement officer <br /> observes a violation, the owner or keeper will be provided written notification of <br /> such violation and be given forty-eight (48) hours from the time of notification <br /> to abate the nuisance. <br /> B. Upon receipt of a written detailed and signed complaint alleging <br /> that any person is maintaining a nuisance as defined in this ordinance, the Health <br /> Director shall cause the owner or keeper, of the animal or animals in question to <br /> be notified that a complaint has been received, and shall cause the situation- <br /> complained of to be investigated and a report and findings thereon to be reduced <br /> I� - <br />
