Cruel and Cruel Treatment: Shall be held to include every act, <br /> omission, or neglect whereby unjustifiable physical pain, suffering, or death is <br /> caused or permitted; but such terms shall not be construed to include lawful <br /> taking of animals under the jurisdiction and regulation of the Wildlife Resources <br /> Commission, lawful activities sponsored. by agencies conducting biomedical <br /> research or training, lawful activities for sport, the production of .livestock or <br /> poultry, or the lawful destruction of any animal for the_purpose of protecting <br /> such livestock or poultry. <br /> 9. Exposed to Rabies: An animal has been exposed to rabies within <br /> the meaning of this ordinance, if it has been bitten by, or otherwise come into <br /> contact with, any animal known or suspected to have been infected with rabies. <br /> 10. Harbor: An animal shall be deemed to be harbored if it is fed. or <br /> sheltered. by the same person or household for seventy-two (72) consecutive hours <br /> or more. <br /> 11. Owner: Any person, group of persons, firm, partnership or <br /> corporation owning, keeping, having charge of, sheltering, feeding, .harboring or <br /> taking care of any animal. The owner of an animal is responsible for the care, <br /> actions, and behavior of the animal. <br />
