' 591 <br /> 033 <br /> AN ORDINANCE AND RESOLUTION TO ESTABLISH <br /> I THE ORANGE COUNTY DEPARTMENT OF CHILDREN'S SERVICES <br /> I AND TO CREATE THE ORANGE COUNTY <br /> CHILDREN'S COUNCIL <br /> I - <br /> WHEREAS, Orange County deems it appropriate to meet the special needs <br /> of families with young children by establishing an Orange County Department <br /> of Children's Services and creating a Children's Council in order to coordi- <br /> nate., develop and improve child care delivery and parent education and-support <br /> services to Orange County's young children and their families; IT IS NOW <br /> THEREFORE ordained and resolved by the Board of County Commissioners of Orange <br /> County, North Carolina as follows: <br /> ARTICLE I'. CHILDREN'S COUNCIL <br /> SECTION I. CREATION, NAME, COMPOSITION OF THE COUNCIL. <br /> There is hereby created an Orange County Children's Council composed <br /> of nine citizens of Orange County. Each member of the Council shall be a <br /> County resident appointed by the Orange County Board of Commissioners. The <br /> Children's Council shall include: <br /> A representative of the University of North Carolina at Chapel Hill, <br /> a representative of North Carolina Memorial Hospital, an early child- <br /> hood professional, a representative of industry, .a consumer of child <br /> care services;-and four additional representatives of urban and rural <br /> parts of Orange County. <br /> Members of the Children's Council shall serve three-year terms, but no <br /> Council member may serve more than two consecutive three-year terms. <br /> In order to establish a uniform staggered-term structure for the <br /> ch year, <br /> Children's Council whereby some members' terms will expire ea <br />
