57C <br /> MINUTES <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> OCTOBER 3, 1983 <br /> The Orange County Board of Commissioners met in regular session on Monday, <br /> October 3, 1983 at 7:30 P.M. in the Superior Courtroom of the Orange County <br /> Courthouse, Hillsborough, Forth Carolina. <br /> Commissioners Present; Richard E. Whitted, Chair, and Commissioners Ben <br /> Lloyd, Shirley E. Marshall, Norman Walker and Don Willhoit. <br /> A. <br /> Commissioner Whitted added an executive session to deal with personnel <br /> matters. Item D-1, Public Hearing Continuation should be listed under the E <br /> r <br /> Items - Board Decisions. Item E-14 was deleted from the agenda. <br /> In response to Commissioner Willhoit's concern for the Planning Board <br /> minutes, Marvin Collins, Planning Director noted that they were not complete. <br /> B. AUUZ_N&F CQMM.ENTS <br /> 1. MATTERS ON THE PRTT3TF.B����j� <br /> Mr. Ward Willard stated that he would like to speak relative to the Animal <br /> Control Ordinance. Ms. Josephine Barbour stated that she would like to speak <br /> relative to the Child Care Agency. <br /> 2. MATTERBNOT_OJL_'BB _2a1BJED AgENDA <br /> Mr. Tom Weaver of the Orange County Rescue Squad presented a prize (a chain <br /> saw) to Commissioner Lloyd. <br /> Sheriff Lindy Pendergrass stated that the jail inspection report was a good <br /> one and everything was in compliance with State guidelines; he noted the need <br /> for replaced security doors and the replacement of juvenile cells. <br /> E. FQ].1Q]d�lly�_�II n- to Manager's Aunust 16_. 1983 Affirmative <br /> Action Report (see page of this book) <br /> Commissioner Lloyd noted that it appears that basic concerns for <br /> Affirmative Action are geared towards minorities and women, and he would like <br /> to see some data relative to the handicapped and elderly. <br /> Ms. Beverly Whitehead, Personnel Director stated that the proposal before <br /> the Board was a recommendation to develop departmental goals. She noted that <br /> the 1981 Affirmative Action Plan did not include either handicapped, elderly or <br /> departmental goals, overall County goals for minorities and women were <br /> established. <br /> Commissioner Willhoit moved, seconded by Commissioner Marshall to amend the <br /> number one recommendation, to read' develop departmental goals for all protected <br /> classes. VOTE: Ayes, 5; Noes, 0. <br /> E-2 Child_ Care a <br /> Ae_„ ncv (see pages of this book) <br /> Commissioner Whitted noted the need to consider the steps necessary to <br /> establish a Department of Children's Services. <br /> The County Manager stated that there are two sites available for the <br /> housing of a department: a portion of the Grady Brown Building or the office <br /> on King Street in Hillsborough which will be vacated by CETA in October. <br /> Commissioner Whitted questioned our ability to provide appropriate service <br /> delivery, should we locate a Department of Children's Services outside the <br /> Human Services Complex. <br /> Dr. Michael Sharp responded stating that an important element for success <br /> in this new endeavor will be to establish identity in and of itself. <br /> Commissioner Lloyd expressed some concern that clients of this agency would <br /> nl •.7 r.. 1 1 l cs,el c of i nrnma mnA mi,oat i nn=A mhRrC . mnnAv fnr thi fi mnPnnv i C` <br />
