State Homeland Security Grant Program <br /> Grant Project Ordinance <br /> Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of <br /> Chapter 159 of the General Statutes of North Carolina, the following grant project is hereby adopted. <br /> Section 1. The project authorized is the State Homeland Security Grant Program as awarded to <br /> Orange County by the North Carolina Department of Crime Control and Public Safety. <br /> These funds are a State pass-through grant allocation of federal funds through the <br /> Department of Homeland Security. This grant program provides funding for the <br /> purchase of equipment, costs of exercises, and training costs associated with <br /> homeland security activities of the County, its municipalities, and the University of North <br /> Carolina at Chapel Hill (Part 1), funds to improve domestic terrorism preparedness <br /> through the purchase of equipment for first responders, and to provide funding to train <br /> and exercise for chemical, biological, radiological, nuclear, and explosive incidents <br /> (Part 11), and upgrades to the 9-1-1 Center communication system. <br /> Section 2. Under the terms of the agreement, Orange County will administer the grant as fiscal <br /> agent. The officers of the County are hereby directed to proceed with the grant project <br /> within the grant document, and the rules and regulations of the North Carolina <br /> Department of Crime Control and Public Safety. <br /> Section 3. The following revenue is anticipated to be available to complete this project: <br /> Intergovernmental(2003-04) -Part I Funds $121,625 <br /> Intergovernmental(2003-04) -Part H Funds $363,908 <br /> Intergovernmental(2004-05) -Part I Funds $236,868 <br /> Intergovernmental(2005-06) -Part l Funds $2,000 <br /> Intergovernmental(2005-06) -2004LETPPFunds $54,000 <br /> Total $778,401 <br /> Section 4. There is no required County match for this grant. <br /> Section 5. The following amount is appropriated for this project: <br /> Public Safety -Homeland Security Grant Program $778,401 <br /> Section 6. The finance officer is hereby directed to maintain within the grant project sufficient <br /> specific detailed accounting records to provide the accounting to the grantor agency <br /> required by the grant agreement and federal and state regulations. <br /> Section 7. Funds may be advanced from the general fund for the purpose of making payments due. <br /> Reimbursement requests should be made to the grantor agency in an orderly and timely <br /> manner. <br /> Section 8. Copies of this grant project ordinance shall be made available to the finance officer for <br /> direction in carrying out this project. <br /> Section 9. There are no positions authorized through this grant project ordinance <br /> Section 10. This project ordinance is in effect until March 31, 2008. <br /> Adopted this 26th day of June 2007. <br />
