These provisions include having written material available in alternative, <br />accessible formats upon request, and providing special accommodations at your public hearing, such as a sign <br />language interpreter, as may be requested. Local Matching Requirement <br />EDTAP and EMP funding can be used to provide with one hundred percent (100%) of the fully allocated cost of <br />the trip or other service and requires no local match. RGP fiords pray be used to provide up to ninety percent (90%) <br />of the fully allocated cost of each general public trip. The remaining ten percent (10%) must be provided from <br />fares, local funds or a combination of the two. Eaves and/or local fiords used to meet the 10%RGP match <br />requirement should be used to provide additional service, not as a source of match for administrative and capital <br />needs. PTD encourages Conununity Transportation Systems to keep fares reasonable so as to encourage ridership. <br />The ten percent local match requirement is based on the fully allocated cost of [he program, not the amount <br />allocated from NCDOT. An example is provided to help counties determine the required local nmtch amount. <br />• $45,000 is the RGP amount allocated from NCDOT <br />• $45,000 equals 90%ofthe fully allocated cost <br />• $45,000 divided by 90% (.90) equals $50,000 -This is the fully allocated cost. <br />• $50,000 times ]0% (.l0) equals $5000- This is [he required amount of matching dollars. <br />Substitute the amount of the county's allocation into the example to calculate the fully allocated cost and local <br />match requirement. <br />G. Eligible Expenses <br />The fully allocated cost of a trip or other service, which has traditionally been eligible for the EDTAP, EMP, and <br />RGP programs, will continue to be eligible under ROAP.
