Finance Director noted that he had put together an <br />analysis of the different types of districts: (1) County service district, (2) <br />a water and sewer district, and (3) a sanitary district. <br />Commissioner Whitted noted that the required ten-year limitation would <br />create an added burden to the residents of Efland Estates. <br />The County Manager stated that if a sewer district was created with the <br />ability to issue revenue bands using taxes as collateral, that the tax base of <br />Efland Estates would not be sufficient. <br />Commissioner Whitted noted the need for more information before <br />establishing a preliminary plan. <br />Commissioner Whitted acknowledged a two minute break. <br />D-2 Tr~nsnortation Grp. (see page of this <br />book) <br />As a result of some concerns raised by the Economic Development Commission, <br />the Planning Staff's focus has been shifted from the industrial and commercial <br />aspects of the Township to the watershed protection issue.
