Orange County has attempted to assure that all <br />personnel actions are taken without regard to race, sex, age and other factors; <br />policies are based on the principle of merit. <br />In aonjunetion with the Commission far Women, Mr. Thompson recommended the <br />• endorsement of seven areas of improvement. These include: (1) the development <br />of department goals; (2) provision of training to department heads and <br />supervisors; (3) evaluation of achievement as a part of overall job <br />performance; (4) improvement in the selection process; (5) establishment of an <br />active file of available minority and female applications for selection <br />referral; (6) implementation of routine recording procedures and inclusion of <br />an annual report to the Board for public record and (7) publishment of the <br />report to be made available to the public. At this time there is no recom <br />mendation to add additional personnel ar to establish a separate Affirmative <br />Action Officer position in the Personnel Department. <br />Judy McNeil, Chair of the Affirmative Action Committee of the Commission <br />for Women stated that the Commission supports the recommendations of the <br />' Manager; that she would like to see a focus taken by the Commissioners as well <br />as the Personnel Department that the goals reflect not only the hiring <br />practices, but other areas of personnel, such as recruitment, compensation, <br />benefits, in-service training, promotions, and terminations. There is a need <br />for timetables because they are an important part of an Affirmative Action <br />Plan. <br />Ms. Beverly Whitehead, Director of Personnel, noted that the proposal <br />before the Board was for an endorsement allowing the establishment of <br />departmental goals. <br />Commissioner Whitted noted the need for additional information and the need <br />to have this item scheduled again for the next meeting. He thanked the <br />Personnel Department and the Commission for Women far the report. <br />D-11 Womela_'~_~QUit~Da~ (see page for a copy of this resolution) <br />Commissioner Willhoit moved, seconded by Commissioner Marshall to adopt the <br />resolution submitted by the Commission for Women. VOTE: Ayes, 5; Noes, 0. <br />Commissioner YThitted noted this item was not yet ready for discussion, the <br />Water Resources Tasl; Committee of the Council of Government was meeting the <br />following evening, and with the Board's approval will draft a statement to be <br />submitted to Secretary Grimsley after that meeting. <br />Commissioner whitted made an effort to accommodate the people in the <br />audience wishing to speak to particular items, by rearranging the items on the <br />agenda. <br />D-5 Ar+ama1 <br />Attorney Geoffrey Gledhill made note of the revisions to be applied to the <br />Animal Control Ordinance: (1) the County Ordinance will only affect <br />unincorporated areas in the County; and (2) the State law affects all areas of <br />Orange County. The Ordinance contains issues concerning nuisance problems, <br />impoundments, prowlers at night in the County and provides for the appointment <br />of an animal cruelty investigator, penalties, and delegates animal control <br />responsibility generally and primarily to the Health Department. <br />After some discussion pertaining to definitions of public nuisances, <br />vicious animals, and use of the word "repeatedly," Commissioner Willhoit <br />proposed that suggestions for changes be made at this time and that the <br />Ordinance be retyped and made available to the public for comment on the first <br />
