Orange County SE & SC Ordinance °^^'^~...'-~' ~-i^~'September 12, 20n6 <br />Agricultural Land - is land used primarily for the production of plants and animals and <br />intended for private consumption or sale, including but not limited to forage and sod <br />crops, grain and feed crops, tobacco, cotton and peanuts; dairy animals and dairy <br />products; poultry and poultry products; livestock, including the breeding and grazing of <br />any or all such animals; bees and apiary products; fur animals. <br />Being Conducted -means aland-disturbing activity has been initiated and permanent <br />stabilization of the site has not been completed. <br />Borrow -means fill material which is required for on-site construction and is obtained <br />from other locations. <br />Buffer Area or Zone -means the strip of land adjacent to a lake or natural watercourse. <br />The boundaries and purposes of which are as set forth in Sections 8(A) and 8.1H. <br />Cane Creek Watershed Area -comprises all the land area contributing water to Cane <br />Creek Reservoir. <br />Channel - a natural or artificial watercourse with a definite bed and banks to confine and <br />conduct the flow of water. <br />Channel Alterations - a change of the water-carrying capacity or flow characteristics of a <br />natural or artificial channel by clearing, excavation, bank stabilization or other means. <br />Channel Stabilization -erosion prevention and stabilization of velocity distribution in a <br />channel using jetties, drops, revetments, vegetation, and other measures. <br />Coastal Counties -means the following North Carolina counties: Beaufort, Bertie, <br />Brunswick, Camden, Carteret, Chowan, Craven, Currituck, Dare, Gates, Hertford, Hyde, <br />New Hanover, Onslow, Pamlico, Pasquotank, Pender, Perquimans, Tyrrell, and <br />Washington. <br />Commission -means the North Carolina Sedimentation Control Commission. <br />Completion of Construction or Development -means that no further land-disturbing <br />activity is required on a phase of a project except that which is necessary for establishing a <br />permanent ground cover. <br />Denuded Area -any area deprived of its protective vegetative cover and left in that <br />exposed condition. <br />Department -means the North Carolina Department of Environment, Health, and Natural <br />Resources. <br />Development -any man-made change to improved or unimproved real estate, including <br />but not limited to construction of buildings or other structures, mining, dredging, filling, <br />grading, paving, excavation, or drilling operations. <br />4 <br />
