One aspect being discussed was the <br /> speeding up of the first quarter pay_ <br /> $. merit of revenue mating f cinds. paying them. the hegi=ung of the quarters rather <br /> 9. than at the end of the quarters. CCmm Ssioner Willhoit added-that Congress seemed <br /> 10. to feel that there was a need to get the money out into the counties and cities in an <br /> 11. <br /> Commissioner Lloyd citad Senator Dole's <br /> speech, saying that Senator Dale <br /> 12. had "laid it out cal the line" and that: everyone has to c ont3�e and give same. <br /> 13. Commissioner Lloyd told of Senator Durenberger's speech which said that the <br /> 14. budget could be balanced by providing Only 'basic needs;" he contiTnaed, saying <br /> 15. that Senator Dureni�ger said that g=grams would be reduced and the ',e71- <br /> 16. bodied" would have to go to work. <br /> 17. Caimi.ssiomw Marshall said there was a difference in this Conference come- <br /> 'a- Pared to all the other Legislative Conference. She said the administration <br /> 19. representatives present were the lower levelled ones and they "tom to stone- <br /> 20. wall." She added that the a&inistration did not "work with" local officials <br /> 21. to solve problems; rather, they are "adamant" about pushir rt,oir programs. <br /> 22. Commissioner Marshall said with regard to "workfare" as a member of the Board <br /> 23. of Social Services she was cor=rned about "how and where the jobs are" as <br /> 24, well-as "transportation" and day, tee. She said there was no Plarring and no <br /> 25. y '%p front" for workfare and no information fordx=A ng about it. <br /> 26. Commissioner Whitted agreed with Caam:i.ssicner Marshall about the admin- <br /> 27. istratian's officials at this meeting. He added that Senator Durenberger wanted <br /> 28. to use revenue sharing to 'do my,, with deductions of local taxes' on State and -Federal <br /> 29. Income Taxes;local government is opposed to that-Commissidner Whitted said regarding <br /> 30. the Human Resources Programwaste., fraud and abuse were singled out for attmtion. <br /> 31. Drastic changes, he added., were in the CEM <br /> Program as of October 1, 1983. <br /> 32.
