y APSM 75-1 <br /> 10/1/82 <br /> (F) Upon approval by the Division of Facility Services <br /> the area program may proceed with the completion <br /> of the project and shall meet the provisions of <br /> G.S. 143-129 .and G.S. 143-131. <br /> (F) For construction, alteration or repair projects <br /> The Division of Facility Services shall conduct <br /> on-site inspections when the project is 33 percent <br /> complete and 67 percent complete and a final <br /> inspection when the project is 100 percent complete. <br /> Funds up to 45 percent of the cost shall be advanced <br /> to an area program upon a written assurance from <br /> the area director that the requirements of G.S. <br /> 143-129 and/or G.S. 143-131 have been met. An <br /> additional 30 percent shall be advanced after the. <br /> first inspection and the remaining 25 percent <br /> shall be paid after final inspection. <br /> (G) Prior to the-purchase of an existing. facility the <br /> area program shall submit two property appraisals <br /> to the appropriate regional office for review and <br /> approval. The Division of Facility Services shall <br /> conduct an on-site inspection of the facility. <br /> Following the .inspection and approval of the <br /> purchase by the Division of Mental health, Mental <br /> Retardation and Substance Abuse Services, division <br /> funds shall be transferred to the area program. <br /> (H) When the expenditure of division funds for <br /> construction, alteration, repair or purchase of a <br /> facility is fifty thousand dollars ($50,000) or <br /> more the area board shall obtain written assurance <br /> from the owner of the facility that the facility <br /> shall remain available for mental health, mental <br /> retardation and substance abuse services for at <br /> least 10 years. If a facility is purchased or <br /> constructed by the. area program or its contracted <br /> private non-profit board and is later sold, the <br /> proceeds of the sale shall be used to refund <br /> division funds which were used for the purchase or <br /> construction. <br /> (c) Funds provided by the division to support the services <br /> provided to a Willie M. program shall be discontinued if the <br /> program fails to serve any Willie M. clients for a period of 45 <br /> consecutive days unless an -extension of time is approved in <br /> writing by the division director. <br /> (d) Funds for assaultive children shall not be used in specific <br /> programs to serve children who are not Willie M. class members if <br /> any class member who is in that zone and who is appropriate for <br /> the specific program being funded remains unserved. The zones . <br /> within the state shall .be determined by the division. Funds <br /> Shall not be expended for any program that does not serve Willie <br /> M. class members. Funds shall not be used to start or operate a <br /> service in its entirety which serves a disproportionately small <br /> number of Willie M. clients. The division shall negotiate the <br /> minimum number of Willie M. children who shall be served in each <br /> program and shall specify that number .in the grant award notice. <br />
