w6C <br /> D 6-8 ROAD ADDITONS <br /> Commissioner Willhoit moved, seconded by Commissioner Walker, the approval of <br /> the addition of Pineview Drive, Pineview Road, Laine Road and Quail Hollow Drive to <br /> the State Secondary Road System. Vote: Ayes, 5; noes, 0. <br /> D-10 PROCLAMATION <br /> Commissioner Whitted moved, seconded by Commissioner Walker, to proclaim the <br /> week of February 20-26 School Bus Safety Week in Orange County. Vote: Ayes, 5; <br /> 'noes, 0. <br /> D-11 MEBANE ECONOMIC DEVELOPMENT PARTICIPATION <br /> Commissioner Lloyd asked the other Board members if they would be willing to <br /> 'have a luncheon meeting with Mebane Town Council to discuss Mebane's participation <br /> 'in' the Orange County Economic Development Commission. There was a consensus that <br /> 'Commissioner Lloyd and the County Manager pursue such a meeting. <br /> E- REPORTS <br /> 1. AUDIT APPEAL HEARING--Mr. Wallace Harding, Finance Director, told the Board <br /> that the result of the November 19, 1982, was that the County would recover $52,229 <br /> 'of previously diallowed costs due to the Department of Social Service's move into <br /> I <br /> the New Human Services Center. (Please see abstract on page 5a6 of this book.) <br /> 2. FIVE YEAR CAPITAL IMPROVEMENTS PROGRAM--The Manager presented the revised <br /> 'Capital Improvements Program to the Board (please see page of this book attached <br /> 'to and part of these minutes). The Board agreed by consensus to accept this as a <br /> 'planning document. <br /> • 3. SB 51 DISCUSSION--Commissioner Whitted summarized Senator Royall 's bill <br /> 'entitled (short) "4% State Sales Tax/No Tax on Food." Commissioner Willhoit noted <br /> 'that if the bill passes it would result in about $551,000 for Orange County; he suggested <br /> 'that the Board work through its legislators and the North Carolina Association of County <br /> 'Commissioners to remove restrictions oh how the funds are to be used. <br /> Commissioner Willhoit moved, seconded by Commissioner Marshall, to endorse the <br /> 'concept of SB 51 and to relay that information to our legislative delegation. Vote: <br /> 'Ayes, 3 (Commissioners Marshall, Whitted, and Willhoit); noes, 2 (Commissioners Lloyd and <br /> 'Walker). <br /> ' D-9 EXECUTIVE SESSION--LEGAL MATTERS <br /> Commissioner Whitted moved, seconded by Commissioner Marshall, to go into executive <br /> 'session to discuss legal matters.
