C®hcIusion <br />This report has provided a range of background information, data analysis, qualitative analysis, and <br />resources with the aim of informing Hillsborough's economic development strategies for the U.S. <br />70 /Cornelius Street corridor. Analyses have included demographic data, real estate market <br />conditions, retail leakage analysis, health asset mapping, and identification of development <br />opportunities. <br />This report can serve several functions. First, the data analysis provided can be used to support the <br />arguments for several types of development including retail, office, and health services. Second, <br />rces to assist in the revitalization <br />information provided can connect the leadership with resou <br />proces. Third, methods of analysis and sources of data can be replicated as a model for further <br />studies. Finally, this report provides several key recommendations regarding future development <br />and redevelopment of US 70 /Cornelius Street. <br />The overarching recommendation of this report is to use the data and analysis in this document to <br />craft a holistic economic development strategy for the Cornelius Sheet corridor. This strategy <br />should be consistent with the following criteria: <br />1) Utilize an anchor development (i.e. large commercial or institutional user) to help attract <br />private investment and begin to blend new commercial development with existing and <br />anticipated civic and residential uses. <br />2) Attract and retain retail dollars from within and outside the county. <br />3) Create jobs that provide decent wages, conditions and opportunities for workers from <br />Hillsborough. <br />4) Entrance the physical appearance, environment and current uses of the corridor. <br />Strategy should also be formulated with consideration for tine following key trends and conditions: <br />• An aging population; <br />• A desire for medical services in the study area, as expressed by local residents; <br />• The presence of considerable health assets, including training opportunities and the UNC <br />Hospital at Waterston; <br />• The sizable retail development potential in Hillsborough and Orange County, as illustrated <br />by the retail leakage analysis; and <br />• A local real estate market that is, generally, weaker than or secondary to the market in the <br />county and the region. <br />Needs identified by the community in the 2007 report included health care, retail, and services.
