Table 7. Example of prioritization stage 2. <br />Below are the criteria with which to assign each metric a number in phase 2. The numbers will range from 1 to 5 (one is low and 5 is high). The <br />first criterion is measurability, which asks in the ideal world, can this item be measured? The second criterion is feasibility, which asks, given <br />constraints in Orange County —that is, in the real world —can data on this measure be collected in a timely way and at reasonable or no cost. <br />The third criterion is reliability, which asks whether different people over the years can collect measure reliably. The fourth criterion, relevance, <br />asks to what degree the metric is associated with actions by the Board. The final criterion, usefulness, asks if the information gained from using <br />this measure is critical to decision- making. <br />Below is an example of how the spreadsheet would look for stage 2 prioritization, again using the first indicator from the "dynamic economy' <br />list. It includes the metric ID #, the metric itself, and the number for each criteria assigned by the reviewer. The metric was marked a 5 according <br />to each criterion, except relevance, which was marked a I It was marked as such because there are outside factors that impact this metric <br />(e.g., general economy, outside factors that influence location decisions). <br />27 <br />
