ORANGE COUNTY EMERGENCY SERVICES <br />AED Policy Recommendation <br />June 2010 <br />ttachment 3 <br />AEDs have been installed in County facilities without the aid of a policy or guideline addressing <br />specifications for purchasing, installation, signage, training, use and maintenance. Recently the <br />AED installed in the Central Orange Senior Center experienced a malfunction during an actual <br />event. Staff retrieved the unit at the Sportsplex and successfully resuscitated the patient. This <br />incident reinforces the need to formalize a program ensuring consistency and reliability. <br />Staff is researching AED policies in order to develop local guidelines and will present to the <br />Board for consideration. Staff has developed a matrix to consider for the policy that will include <br />the following: <br />A. SPECIFICATIONS <br />a. Compatibility with County defibrillators. <br />b. User ease and contract-maintained. <br />c. USFDA approved. <br />B. PLACEMENT <br />a. Placed in readily accessible areas. <br />b. Clearly marked AED cabinet. <br />c. Secured with an audible alarm. <br />C. INSTALLATION <br />a. Cabinets securely mounted. <br />b. One AED per floor of every identified facility. <br />c. Clear and concise directions posted. <br />D. SIGNAGE <br />a. Standardized in all County facilities. <br />b. Clearly marked on site maps. <br />c. Three-dimensional. <br />E. TRAINING & MAINTENANCE <br />a. Serviced annually by a certified technician. <br />b. Checked monthly to ensure a state of readiness. <br />c. ES to train employees in facilities with AEDs. <br />d. Employees to inspect units monthly. <br />F. USE MONITORING <br />a. Emergency Services shall be notified when an AED is used. <br />b. Emergency Services staff will download data. <br />c. Emergency Services will collect data. <br />
