3) Phase IV be completed prior to June 1, 1983; <br /> 4) thirty foot drainage easement be shown on the final plat between <br /> units 83 and 84; <br /> 5) a final site plan showing the existing three Phases and the proposed <br /> fourth Phase be submitted to the Planning Department prior to the <br /> issuance of the revised Special Use Permit; <br /> 6) the developer resubmit from a qualified engineer a construction estimate <br /> for Phase IV to insure adequate escrow for the required public improvements; <br /> 7) that the pond shown on the revised site plan be included in Phase IV and com- <br /> pleted prior to June 1, 1983; <br /> 8) that single wide units be allowed where double wide units are shown on <br /> on the site plan but that no double wide units be allowed where single <br /> wide units are shown on the site plan. This is to ensure compliance with <br /> set back requirements. <br /> There were no questions from either Board on the presentation. <br /> Mr. Fred Cates, developer, said that he agreed with all the stipulations as <br /> outlined by Mr. Collins. One addition concerns 1 6, said Mr. Cates, regarding <br /> a letter of credit or bond; he said that he had just received a commitment in Phase <br /> IV for that money "and we can get a letter stipulating that so that will be the <br /> same purpose and release the bond that we already have. That's what we'd like to <br /> do, rather than having two bonds." <br /> Mr. Cates showed the I-40 right-of-way to the Boards as requested by Ms. Pilkey. <br /> Commissioner Willhoit moved, seconded by Commissioner Marshall, to adjourn this <br /> public hearing on the Class A Special Use Permit amendment and addition for The <br /> Timbers to 10:30 A.M. on March 7, 1983, for the purpose of receiving the Planning <br /> Board's recommendation on this request. Vote: Ayes, 5; noes, 0. <br /> This concluded the Joint Public Hearing of the Board of Commissioners and <br /> the Orange County Planning Board. Following a five minute recess the Board of <br /> Commissioners resumed its regular agenda with all members present. <br /> A. BOARD COMMENTS <br /> Commissioner Whitted added two addenda: Drivers' License Space and Latimer Street <br /> Petition. Commissioner Willhoit added consideration of the numbering of streets in <br /> southeast Orange County. <br /> B. AUDIENCE COMMENTS: There were no persons who wished to speak to the Board <br /> regarding items either on or not on the printed agenda. <br /> C. MINUTES <br /> Commissioner Willhoit moved, seconded by Commissioner Marshall, to approve the <br /> Minutes of January 4, 1983, as corrected. Vote: Ayes, 5; noes, 0. <br />
