S. Department <br /> of Health and Human Services (HHS) for funds to define ways to strengthen <br /> the current annual nlanning process of the Department of Social Services. <br /> NEED: With counties having to assume more responsibility for managing social services <br /> while at the same time suffering cutbacks in funding, there is a greater need <br /> to target resources to the most needy and to deliver services in the most <br /> cost-effective manner. The Social Services Department has made nronress in <br /> recent months to measure staff output in relation to client data in order to <br /> judne the meeting of mandates in the areas of adult services and abuse and <br /> nerllect cases. Building upon the experience there is a desire to design an <br /> annual planning process for all of the denartment's programs. <br /> Enabling funds have been found which, if apnroved, would nav for technical <br /> assistance necessary to work with the Social Service Board, Director, staff <br /> and County Manager's Office in developing the plan elements. Specific content <br /> of what the elements would consist -is in the process of being drafted. <br /> However it is expected to include: " <br /> 1. Analysis of current data generated by DSS and its utility in <br /> an improved planning process. <br /> 2. Analysis of additional data required. <br /> 3. Determination of how the data will be used and what will be <br /> required organizationally for the input, analysis and rank- <br /> ordering of the data for decision-making. <br /> 4. Evaluate the impact of the planning process on a before and <br /> after basis. <br /> IMPACT: Project cost is exnected to be about 520,000. The HHS portion would be <br /> $15,000 and $5,000 County in-kind (non-cash). <br /> If the oreapnlication is approved by HHS, the County will then need to submit <br /> a more thorough annlication on a competitive basis. <br /> RECOMMENDA.TION(S): <br /> Approve submittal of the preanplication. <br />
