The tract is bissected by the main line of the Southern <br /> Railroad. The portion of the tract north of the Southern Railroad line is <br /> presently designated Twenty Year Transition Area. The portion of the tract <br /> south of the Southern Railroad line is presently designated Rural Residential. <br /> The entire portion of the tract north of the railroad and the northernmost <br /> portion of the tract south of the railroad are within the Harmon Young (HB-4) <br /> activity node. <br /> The 149.3 acre tract is bounded on the north by I-85 and NC 86 interchange; <br /> on the east by the properties of Paliouras Enterprise, Paul T. McAllister, <br /> Josephine Harrison, James Ervin Rigsbee, DeWitt Lassiter, Joseph Lassiter, <br /> Meadie Arnold Turner, and Joppa Oaks subdivision and Piedmont Power; on the <br /> south by the properties of Archie E. Millis, Woods Brothers, Ine. .and <br /> Stagecoach Run subdivision; and on the west by the properties of Amy E. <br /> Burcham, C. T. Cook, Wachovia Bank & Trust Co., and Central Carolina Farmers <br /> (FCX Inc.). <br /> The applicant has also submitted a request that the southernmost 10 acres be <br /> rezoned from R-1 to R-4 medium intensity-residential. The proposed amendment <br /> to the Land Use Plan would allow for the proposed use of the southernmost 10 <br /> acres. <br /> IMPACT: The proposed change to the Land Use Plan would extend the 10-year Transition <br /> Area for Hillsborough from the northwest intersection of I-85 and NC 86 south <br /> to encompass the entire 149.3 acre tract. The proposal would not be incompatible <br /> with the existing development in the area. The tract has frontage on NC 86 at <br /> the northeastern and southeastern corners of the property and is readily accessible <br /> from the I-85 and NC 86 interchange. <br /> UCOMMENDATION: The Planning Staff recommends approval of the requested change to the Land Use <br /> Plan. For the Board's information, staff will be reviewing and revising the <br /> HB-4 activity node and vicinity at a later date as part of the annual work <br /> program. Staff also recommends that prior to development of the tract that a <br /> sketch plan for the entire tract be submitted indicating the approximate locaCion <br /> and density of proposed uses and that development of the tract at densities <br /> greater than one unit per acre be conditioned on the provision of public water <br /> and sewer facilities. <br />
