Bmm OF anvasslamll- Action Agenda.
ACTION AGEMA IM ABSMCF item No-
MEEMC DATE January 24, 1983
Subject: Parcel Identification Number Index
t• Register of Deeds V Public Hearing: es no
At t s Infoxmaton Contact:
Yes Betty June Hayes
Phone Number: 732-8181 ext.366
PUMICSE: To consider seeking a local act from the General Assembly to institute the
index prior to July 1, 1983.
NEED: Records within the Register of Deeds Office are indexed according to
alphabetic listing of owners. Since 1980 a new index by property inden-
tification number has been under development. In December 1982, the
Department of Administration certified that the new index met the require-
ments of State law and thereby could become the recognized official index
as of July 1 , 1983, unless a local act movinn up the data were approved.
The Register of Deeds desires to have an earlier approval date since the
index is ready and since a cost saving could result. Currently, it takes
3.5 boxes of naner or $77 per month and 18 hours of computer time for the
multiple printing of the alphabetic index. This could be discontinued
once the computer is utilized for retrival.
Representatives Anne C. Barnes and Joe Hackney are willing to carry a local
act through the process for approval if the Board makes known its request
for action. Authority to utilize the PIN index could become effective as
of, February 1, 1983, given this oo ahead.
Orange County's index would be the first of its kind in the State to receive
official status.
RECOMMENDATION(S):
A9prove request for local legislation.
