<br />Doug DeCesare, PE — Landfill Services/ Regulatory Liaison
<br />Mr. DeCesare is a Project Manager with 15 years experience in solid waste and environmental
<br />projects including landfill permitting and design, leachate collection system design and treatment,
<br />landfill closure design, leachate recirculation system design, landfill gas collection system design,
<br />transfer station permitting, stormwater management design, construction administration, and
<br />construction quality assurance. Mr. DeCesare's responsibilities include oversight of the HDR
<br />project team.
<br />Thomas Yanoschak, PE — Landfill Services
<br />Mr. Yanoschak is a registered professional engineer with more than 20 years of experience. His
<br />areas of expertise include geotechnical engineering, hydrogeological studies, MSW, CO and
<br />industrial landfill permitting, engineering design and construction, civil site design, environmental
<br />projects, and water resources engineering. Mr. Yanoschak has been responsible for client
<br />management and project oversight of many solid waste projects for both public and private
<br />clients. He has been involved with the permitting, design, and construction of over 50 landfills in
<br />eight states, Puerto Rico and Venezuela.
<br />Ruth Abbe, VP — Waste Reduction / Recycling
<br />Ms. Abbe is a recycling and solid waste management specialist and project manager with more
<br />than 18 years of experience in facility and collection procurement, contract negotiation, program
<br />planning, and financial analysis. She is HDR's national practice leader in zero waste planning
<br />and heads up the sustainability services group which focuses on zero waste planning, toxics
<br />reduction, long -term energy management and energy efficiency, renewable energy, green house
<br />gas accounting, water conservation, green building, and sustainable urban planning. Ms. Abbe
<br />will assist in the evaluation of the potential for increased diversion and recycling alternatives.
<br />Ed Shuffler, PE — Materials Recovery / Convenience Centers / Facility Planning / Design
<br />Mr. Shuffler brings more than 30 years of experience dedicated to the planning, development and
<br />implementation of local and regional solid waste management projects. He is one of the most
<br />experienced solid waste professionals in North Carolina, with work dating back to the late 1970s.
<br />As a founding member and past President of the North Carolina Chapter of SWANA, he has been
<br />actively involved in the extensive changes in solid waste across the state. His design experience
<br />includes the preparation of technical reports, permit applications, engineering drawings,
<br />specifications, contract documents and construction cost estimates. He has also conducted studies on collection, waste
<br />quantities and composition, energy and materials markets, and the feasibility of energy and resource recovery from solid
<br />waste. Mr. Shuffler's demonstrated performance includes the successful completion of numerous solid waste
<br />management projects.
<br />Michelle Leonard, PE — Materials Recovery / Convenience Centers
<br />Ms. Leonard has 25 years of experience in environmental consulting and project management,
<br />with emphasis in solid waste management planning and facilities. She has assisted public and
<br />private sector clients in the preparation of solid waste management plans, feasibility studies for
<br />transfer stations, material recovery facilities, drop -off and buy -back centers. As part of these
<br />projects, she has completed CEQA assessments, facility permit applications, odor and dust
<br />control plans, and other support documents. Ms. Leonard has a strong working knowledge of
<br />solid waste management regulations and practices, and has presented numerous successful
<br />projects to city, county and State regulators.
