General Engineering and Environmental Management Services 43 <br />Y.• <br />Gaston County, North Carolina <br />11111�11F... � � � � -I.. — F1 �J ,—I. rw „—,— <br />The first 13 -acre cell of the Subtitle D facility was constructed in 1997, prior to the NCDENR January 1, 1998, deadline. <br />The cell was constructed for approximately $3.4 million. HDR's work included the preparation of bid documents, bid <br />evaluation, submittal review, and construction administration. HDR prepared a permit modification to allow the use of a <br />geosynthetic clay liner (GCL) as an alternate liner. The second 16 -acre cell was <br />placed into operation in 2002. <br />The development of the initial Subtitle D cell and the closure of the unlined phase of <br />the landfill were completed in accordance with the Master Plan prepared for the <br />facility by HDR. <br />HDR installed a methane monitoring system at the landfill and determined during <br />routine monitoring that levels exceeded the regulatory limits at the property <br />boundary. In response to this finding, HDR prepared a remediation plan that defined <br />the nature and extent of the problem, and proposed alternatives for a remedy. The <br />first phase of the plan has been approved by the North Carolina Division of Solid <br />Waste. The solution in this case included property acquisition incorporating a <br />passive LFG system with active system capability. <br />Page 28 <br />The Gaston County Landfill is <br />one of the first in North Carolina <br />to implement a leachate <br />recirculation project to <br />accelerate the biodegradation of <br />the waste and minimize leachate <br />disposal requirements. <br />Under HDR's guidance, Gaston <br />County completed the site <br />grading and clay liner Installation <br />of its lined Cell 2 using county <br />forces. Self�performing the work <br />saved the county almost $1 <br />million. <br />FM <br />
