TWIN CHININEYS LANDFILL <br />General Engineering and Environmental Management Services 38 <br />Near the end of 2003, HDR worked with the County to continue development <br />of the SGCLF site. The construction was planned out in an orderly <br />sequence, and a master schedule was developed to identify the <br />interrelationships of tasks. HDR prepared clearing and grubbing <br />specifications and plans, and assisted the County with bidding and selection <br />of the contractor. HDR prepared plans and specifications for grading the site, <br />the first cell, and an initial complement of buildings. HDR also prepared a <br />proforma to aid the County in understanding the changes in cost of services <br />as waste disposal transitioned from Enoree to SGCLF. <br />In 2004, the County issued another RFP for solid waste related engineering <br />services. HDR was the firm selected to continue the work. The goal was to <br />be ready to accept waste at the Twin Chimneys Landfill by January 1, 2006. <br />In October of 2004 the initial clearing of the site was complete and the <br />grading contract was begun to prepare the site for construction. Construction on Cell 1 began in April of 2005. At the <br />same time, designs for the buildings were being finalized, and construction began on them in July 2005. With the <br />infrastructure and lined landfill cell under construction, HDR began work on _ <br />modifying the permit to provide C &D capacity at the site. Cell 1 was : <br />completed on schedule and ready for waste by January 1, 2006; however, <br />additional space remained at the Enoree Landfill so transition to the new <br />site was put on hold. In May of 2006, SCDHEC approved the permit <br />modification, allowing a C &D landfill as Unit 2 of the facility, and <br />construction began on the first cell for that landfill unit. The Twin Chimneys <br />for which the site is named were revealed near the facility entrance during <br />construction of the first cell. From the beginning, the County and its <br />contractors have worked to preserve those chimneys as monuments. <br />On January 15, 2007, the C &D unit at Twin Chimneys Landfill began <br />accepting waste. On February 12, 2007, the MSW unit began <br />accepting waste and the Enoree Landfill was closed. Since the first <br />cell of Unit 1 was only sized to initiate landfill operations, construction <br />of Cell 2 was begun in March of 2007. On May 23, 2008, newly <br />promulgated solid waste rules for the state became effective, <br />requiring the addition of groundwater monitoring for C &D (now called <br />Class II) units. The new rules also included revising the Special <br />Waste Analysis and Implementation Plan (SWAIP) requirements. <br />HDR submitted approval for groundwater monitoring of the C &D unit <br />in August 2008, and the first wells have been installed and are <br />currently undergoing background sampling. According to state regulators, the SWAIP submitted by HDR on behalf of <br />Greenville County for the Twin Chimneys Landfill was the first in the state to be approved. Waste has been placed in <br />both Cells 1 and 2 of the MSW (Class III) unit, and HDR has prepared plans and specifications for Cells 3 and 4. It is <br />expected that those cells will be under construction beginning in May 2009.
