aGeneral Engineering and Environmental Management Services <br />LANDFILL SITE SELECTION <br />HDR was selected by the County to continue serving its needs in selecting and developing a <br />new landfill. In the spring of 1997, the County Council appointed an ad -hoc committee to select <br />a site for the future landfill. The committee started the selection process by reviewing all of the <br />sites identified by the Cooperative. In June of 1998, County Council voted to obtain title to the <br />site then known as Site M; subsequently, it was called Southern Greenville County Landfill <br />(SGCL), and today is known as the Twin Chimneys. Landfill. The four parcels comprising the <br />1,156 acre Site M were subsequently purchased in 1999. Over a period of two and a half <br />years, HDR supervised the drilling and evaluation of 103 soil borings and the installation of 83 <br />piezometers at the new site. HDR conducted wetland identifications on the site and reviewed <br />the site for threatened and endangered species. On December 12, 2001, the Site <br />Hydrogeologic Characterization Report prepared by HDR was approved by the South <br />Carolina. Department of Health and Environmental Control (SCDHEC). HDR prepared the <br />permit application for a MSW landfill facility covering a total of 389 acres in seven distinct <br />units. The design included areas for management o f yard wastes, tires, white goods, <br />recyclables, leachate, and landfill gas, as well as locations for a citizen's convenience <br />center, scales, administrative offices, an education center, and maintenance building. In <br />February 2002, HDR submitted the permit application for the site. On November 20, 2003, <br />the County received MSW landfill permit #231001 -1102 for development of the Southern <br />Greenville County Landfill. <br />ENOREE LANDFILL <br />PetmilapplfCetlen <br />SwW!mke6ae1¢ <br />As planning was ongoing related to the new long -term landfill, the County was also dealing with disposal issues at the <br />Enoree Landfill ( Enoree). Phase I of Enoree was constructed and operated until it was closed and capped in 1994 <br />following the adoption of the Subtitle D landfill regulations requiring landfills to have liners. Landfilling operations ceased <br />at Enoree until July 1995 so that a lined landfill cell (Phase II Cell 1) could be permitted and constructed at the site. <br />In April 1995, the County issued an RFP for design and construction <br />administration at the Enoree Landfill. HDR was selected to provide plans <br />and specifications for Cells 2 and 3. HDR analyzed the permit plans and <br />geotechnical data submitted in the original permit application and offered <br />the opinion that further geotechnical investigation may allow the County <br />to lower the base grades, thereby increasing the available airspace and <br />providing additional soils for operations. Field investigations performed in <br />June 1996 substantiated this opinion and a permit modification was <br />subsequently applied for and approved by SCDHEC. <br />In June 1998, HDR submitted a proposal to the County to provide plans, <br />specifications, bidding assistance, and construction monitoring for Cells <br />4, 5, and 6 and the closure of Enoree Phase Il. HDR, on behalf of the <br />County, applied for another permit modification to simplify the design <br />(and help reduce construction costs) for the remaining cells. In 2001, <br />HDR completed development of the construction plans and specifications <br />for Cell 6. Interestingly, estimates originally made in 1990 predicted the <br />expected life of the Enoree Landfill at 13 years. Enoree closed in 2007 <br />after 16 years of operation. While Enoree was operating, HDR assisted <br />the County on regulatory issues and miscellaneous engineering projects <br />such as a landfill gas master plan, Title V permit, and mulching permits. <br />Page 22 l <br />
