32 <br />General Engineering and Environmental Management Services <br />GAS SYSTEM EVALUATION <br />HDR has been involved in the expansion of the current gas system from the <br />unlined landfill into the lined cells through connection of the leachate collection <br />system to the gas -to- energy plant. HDR has also assisted the City in evaluating <br />the current gas contracts and performing a financial analysis on the system <br />expansion. HDR has designed and is currently managing the construction of the <br />6,100 -foot gas transmission line from the expansion landfill to the Gas -to- Energy <br />plant. <br />CONSTRUCTION AND DEMOLITION DEBRIS (C &D) LANDFILL <br />In addition, HDR obtained a mining permit for the facility to assist the City in managing the excessive quantity of soil <br />waste by allowing contractors to haul material off -site free of charge, saving millions of dollars in construction costs. <br />HDR is currently assisting the City in evaluating the potential for C &D recycling onsite by providing a conceptual design <br />and assisting in a market analysis for the anticipated recyclable products. <br />C &D LANDFILL SITE ANALYSIS <br />HDR completed a Geographical Information System (GIS) study of <br />potential C &D expansion sites throughout the Forsyth County area. r -- <br />The study used available electronic databases and the desired site <br />criteria to identify potential sites around the County. A 435 -acre (110" <br />lined acres) C &D landfill expansion site located on the Forsyth /Stokes <br />County line was selected for further study, and HDR performed a <br />more detailed site evaluation. HDR performed a cursory <br />environmental review for wetlands and threatened and endangered <br />species as well as a paper study on the geology and hydrogeology for <br />the area. All of the information gathered was used to create a Master <br />Plan for the site that identified the landfill and recycling areas in addition to the entrance and ancillary facilities. HDR <br />assisted the City of Winston -Salem in rezoning the property by providing assistance at public meetings and in <br />responding to public comments. In response to these comments, HDR generated photographic renderings of the <br />constructed landfill from various vantage points around the landfill with and without vegetative screening, conducted a <br />screening level noise study of the site to predict the noise level impacts to surrounding home owners, and prepared a <br />traffic study to understand the landfill traffic impact on the surrounding intersections. HDR is currently working with North <br />4 Carolina Department of Transportation (NCDOT) and Norfolk <br />CCCNiAe1 ts.Janckar�c�i�eE;e3 Southern Railroad to finalize and permit the landfill entrance. <br />Page 17 E <br />
